General Position Description
This position will be a dual role, serving as the Superintendent and Quality Control Manager. This position will be in control of all field operations and work hand in hand with our Project Management team to construct a safe, high quality, highly profitable project. This position has jurisdiction over all field operations including safety, quality, efficiency, planning, scheduling, managing resources, team building, risk assessment, cost estimation, subcontractor relations, and execution strategy. This position will manage project quality requirements in civil and structural construction. Responsibilities include daily quality control reporting, subcontractor management, submittal management, conducting quality phase meetings and frequent field quality control inspections aimed at preventing contract non-conformance. Must be able to demonstrate and be champion of continuous process improvement throughout the project.
Responsibilities
+ Primarily responsible for managing subcontractors and coordinating day-to-day production and schedule adherence on the project.
+ Be onsite any time work is taking place.
+ Studies and understands all aspects of the contract, specifications, addendum, pre-bid information, and plans.
+ Sets production objectives with the crews and makes sure those objectives are communicated and enforced.
+ Coordinates with the Project Manager to ensure timely submission of daily reports.
+ Completes the project through the use of the Quality Management System.
+ Maintains the project Non-Conformance Report Logs and timely generates accurate reports on actions and trends.
+ Conducts and accurately documents all project meetings and timely records, issues, and distributes minutes.
+ Continually strives to improve processes and procedures to reduce waste. Develops or discovers new methods to make the company more competitive and profitable.
+ Possesses solid time management system and demonstrates excellent organizational skills.
+ Performs multiple tasks simultaneously without compromising values or quality.
+ Coordinates the availability of adequate testing personnel, equipment and laboratory compliance.
+ Ensures activities and actions (i.e., submittals, work plans, schedules, pre-construction meetings with client) are conducted in a timely manner to ensure effective project startup.
+ Reviews the Specifications and Drawings and knows the client expectations for deliverables.
+ Ensures compliance through in-depth reviews of the project documents including the safety and health plan, work plans, and quality control plans.
+ Knows the schedule and estimate strategy. Ensures the quality management systems are properly integrated to provide the most efficient and goal-oriented program possible.
+ Reviews test methods and procedures with in-house technicians and subcontractor labs. Discusses the requirements with the Superintendent to ensure all testing is performed according to the proper procedures and all of the data is properly collected.
+ Ensures incoming products and materials are acceptable (i.e., specification, grade, timeliness).
+ Initiates, communicates, and tracks non-conformance corrective actions. Discusses resolution ideas with the project team and properly dispositions.
+ Conducts the Three Phase Quality System at the project level on a daily basis. Works with the project team to ensure meetings are thorough and conducted in a timely manner.
+ Heads the creation of the project schedule with the Project Manager and continually checks to see that the plan is being executed.
+ Creates an accurate Four Week Look Ahead schedule on a weekly basis and adheres to schedule.
+ Implements effective cost control measures to maximize profits in all facets of the project including labor, material, equipment, and other expenditures.
+ Works with subcontractor foreman on planning, surveying, plan reading, efficiency, an economical crew size, quality of workmanship, and overall safety of the project to create the most economical execution of the project as possible.
+ Attends daily huddles for communicating, resolving issues and sharing ideas so that projects can maintain efficiency and profitability.
+ Attends all partnering meetings and quality control meetings
+ Has extensive knowledge of the key operational details of the subcontract and holds the subcontractors to the agreement and the contract’s specifications.
+ Supervises all Special Inspectors required by the Contract documents
+ Promotes culture of care for the staff and equipment.
+ Strengthens client relationships through onsite engagement and meetings.
Qualifications
+ For Security Clearance Requirements – must be a US Citizen, as required.
+ Five (5) years working experience as a Site Superintendent or Construction Manager on environmental remediation projects and construction of treatment facilities/ relevant construction industry experience . Experience with groundwater extraction and treatment systems is ideal.
+ Experience with the US Government’s Quality Control System (QCS) for managing QC requirements and submittals.
+ Current USACE Construction Quality Control for Contractors certification.
+ Proficient in the Three Phases of Control Quality Management System utilized by USACE and other Federal Government Agencies.
+ Training in and experience with the USACE Resident Management System (RMS) 3.0
+ Experience in schedule management, and the ability to interpret a critical path schedule.
+ Must have experience leading complex construction projects. Demonstrated ability to deal with different variables of a project such as difficult client and/or complexity of scope of work.
+ Working knowledge of the Safety Requirements of USACE EM 385-1-1.
+ Ability to interpret construction drawings and prepare daily and weekly reports.
+ Ability to lead a diverse group. Exceptional teamwork, communication, and people skills.
+ Eager and pragmatic thinker, with excellent decision-making skills, and experienced leading subcontractors.
+ Demonstrated ability to handle multiple items at any given time in a fast-paced challenging environment.
+ Strong time management system and excellent organizational skills.
+ Working knowledge of Microsoft Office, P6 Primavera, and basic knowledge of HCSS.
Physical Requirements
+ Must be able to traverse and inspect all areas of jobsite in all types of weather; this may include walking, climbing, reaching, bending, crouching, kneeling, crawling or stretching
+ Must be able to lift up to 50 pounds at a time.
