Overview Doyon Management Services (DMS) provides Design-Build and General Construction Services on demolition, new construction, renovations, repairs, and civil projects at government-owned facilities and military installations. The Construction Quality Control Manager (QCM) / Site Safety & Health Officer (SSHO) hold key responsibilities in ensuring project quality and safety standards. The QCM is responsible for reporting to the Project Manager and Corporate Management on compliance with quality standards across all projects. This role involves planning, coordinating, and supervising construction quality control and assurance programs. Additionally, the QCM creates, reviews, and amends Project Quality Plans to ensure they remain current and compliant with contracts, standards, and specifications. The SSHO develops and reviews the Accident Prevention Plan, conducts hazard analyses, provides on-site safety education, organizes toolbox safety meetings, and ensures overall safety compliance. The SSHO manages, implements, and enforces the Accident Prevention Plan while providing full-time safety and occupational health management, including site surveillance, inspections, training, and enforcement. Together, these roles ensure the highest levels of quality and safety across construction projects. ESSENTIAL FUNCTIONS (QCM): Create and manage the Quality Control Plan for success on assigned construction projects Read and understand complex contract specifications, documents, and architectural/engineering/mechanical, and electrical drawings Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables Define problems, collect data, establish facts, and draw valid conclusions Review and approve submittals, process, and understand RFI’s Create a Daily Activity Report to be a detailed, thorough, and complete historical record of the day’s daily activities Work with others in a team environment to ensure contract requirements, project goals, and objectives are met Communicate and reason with client’s quality assurance personnel and technical experts, and field quality assurance, technical authorities, and construction supervisory representatives Make presentations, host meetings, and engage in problem-solving by bringing together technical experts, authorities having jurisdiction, assigning action items, documenting minutes, and follow through to closure Proficiency in QCS/RMS software applications, Word, Excel, and Outlook Prepare graphs, charts of data, proposals, reports, and manuals Implement the U.S. Army Corps of Engineers (USACE) Three Phase Quality Control Process Read/analyze survey shots (grade and elevation) Mentor Quality Control Specialists Continuing education in related fields Other duties as assigned ESSENTIAL FUNCTIONS (SSHO): Conduct daily site inspections and prepare daily safety reports to ensure compliance Develop and review the Accident Prevention Plan, Activity Hazard Analyses (AHAs), and crane and rigging plans Provide on-site safety education for subcontractors Coordinate with the Quality Control Manager and Site Superintendent on safety issues related to new definable features of work Oversee site-specific safety activities, including permit-required confined spaces, abatement, and lockout/tagout procedures Prioritize daily tasks to ensure safety compliance and adherence to the project schedule Demonstrate in-depth knowledge of EM-385-1.1, OSHA 29 CFR 1910, and 1926 Conduct mishap investigations and complete accident reports as required Ensure subcontractor compliance with safety and health requirements Conduct first-day site safety orientations for all new employees Maintain the OSHA 300 log Keep applicable safety reference materials available on the job site Track safety and health deficiencies until they are resolved Maintain an up-to-date list of hazardous chemicals (SDS/MSDS) on site Prepare and review the monthly contractor safety self-evaluation checklist Other duties as assigned SUPERVISORY RESPONSIBILITIES: Depending on the size, complexity, and number of Definable Features of Work, this position manages the Project Quality Control Plan, ensures all contract requirements are being met, and supervises project Quality Control Inspectors. QUALIFICATIONS: Required: Bachelor's degree in Construction Management, Engineering, or a related field, or equivalent work experience Minimum of 10 years of construction experience, including at least 5 years in construction quality control and 5 years as a Site Safety & Health Officer (SSHO) Experience working on projects with the U.S. Army Corps of Engineers (USACE) and/or Naval Facilities Engineering Command (NAVFAC) Demonstrated track record as a certified Quality Control Specialist/Manager on federal construction projects Construction Quality Management for Contractors (CQM-C) certification or ability to obtain/renew 30-hour OSHA construction safety class certification Experience overseeing multiple projects and managing design teams through Design/Build project phases Strong proficiency in USACE Quality Control System (QCS) and/or Resident Management System (RMS) Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), with an emphasis on Excel Preferred: Valid OSHA 10/30 certification Valid First Aid/CPR certification Leadership in Energy & Environmental Design (LEED) certification WORKING ENVIRONMENT: The majority of the work is performed in both indoor and outdoor settings, involving interaction with individuals of diverse functions, personalities, and abilities. PHYSICAL DEMANDS: An individual will be required to perform climbing, balancing, stooping, kneeling, standing, walking, pushing, pulling, lifting, finger, grasp, feel, talk, hear, and repeat motions. Light Work: Exerting up to 40 pounds of force occasionally, and/or up to 15 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects is required. The employee is required to have close visual acuity to perform activities such as preparing and analyzing data and figures, viewing a computer terminal, reading, visual inspection involving small defects or small parts, operation of machines (including inspection), using measurement devices, and/or assembly or fabrication of parts at distances close to the eyes. SALARY & BENEFITS: Salary range for this position is $99,176.00-$147,606.00 per year. Exact compensation will vary based on skills, experience, education, certifications, and work location.
