The University of Miami Health System Department of UMHC - SCCC - Tumor Registrars has an exciting opportunity for a full time Quality Management Analyst 3 to work remote. The incumbent conducts highly complex analysis while leading the design, planning, and production of reports and analysis related to quality performance metrics and outcomes measures for the University of Miami Health System that are defined by internal parameters to meet the mandates by state and federal programs, inclusive of the Centers for Medicare and Medicaid Services. Maintains fluency of provider workflows across UHealth that influence outcome measures. Participates in strategic planning and conduct problem analysis for senior management CORE JOB FUNCTIONS + Performs measurement and benchmarking of performance measures in relation to best practices for the healthcare service industry and internal business objectives. + Provides performance indicator reports and benchmark narratives for performance improvement. + Monitors quality performance, outcomes and/or safety metrics to make recommendations for targeted process improvement projects. + Prepares overviews and interpretation of reports; and following up on assigned action items for various projects, meetings, and committees. + Assists with training departmental Quality champions governmental program requirements. + Performs problem analysis for strategic planning initiatives. + Solves data integrity issues as they arise, and monitor the addition of new data, analytics and reporting systems. + Interprets and translates data for senior management to clearly understand analysis and use it for meaningful decision making, and strategic planning purposes for the enterprise. + Act as a liaison with third party vendors of specialized business intelligence or database products, geographic information systems and data mining software. + Contacts regulatory agencies to research and clarify program rules. + Manages healthcare quality program departmental calendar to ensure all relevant submission dates, deadlines, and critical information stays current. + Assists with preparation of audit responses related to governmental program submissions prior to submission to third party; and positively collaborate with UMIT and HII. + Serves as a reliable resource to hospital staff, physicians, and patients on matters related data analysis. + Adheres to University and unit-level policies and procedures and safeguards University assets. DEPARTMENT ADDENDUM Department Specific Functions JOB SUMMARY: The Quality Management Analyst 3 conducts highly complex analysis while leading the design, planning, and production of reports and analysis related to quality performance metrics and outcomes measures for the University of Miami Hospital and Clinics Tumor Registry that are defined in accordance with the America College of Surgeon Commission on Cancer (ACoS CoC), Florida Cancer Data System (FCDS), and the National Cancer Data Base (NCDB) guidelines. Maintains fluency of provider workflows across UHealth that influence outcome measures. Participates in strategic planning and conduct problem analysis for senior management. Assures compliance of coding rules and regulations according to regulatory agencies. Works as a team lead and oversees non-CTR’s (ODS) to meet departmental, state and national reporting goals. JOB SPECIFIC FUNCTIONS + Assists in Identifying, requesting and reviewing inpatient and outpatient medical records with Tumor Registry eligibility criteria for data collection to include demographics, history, stage and extent of disease, treatment, etc. + Monitors quality performance, outcomes and enters abstract data into Tumor Registry’s electronic database. Assure completeness, accuracy, and timeliness of data entered. + Follows up with physicians, healthcare providers, family members, patients or other reliable resources for clarification of missing and/or incomplete information. + Supervises, evaluates and addresses performance deficiencies of Non-Certified Tumor Registry staff. + Participates in the selection process of Non-Certified Tumor Registry staff. + Validates data and information entered by Tumor Registry staff for internal quality control to ensure compliance of coding rules and regulations according to regulatory agencies. + Monitors the addition of new data entries in abstracts for analytics and reporting systems. + Assists with the new implementation of new data items in abstracts to ensure all relevant submission dates, deadlines, and critical information stays current. + Assists with review and correct registry data for ongoing quality control. + Assists with follow-up and tracking of cancer patients to determine current health status, outcome and survival of each patient entered the Tumor Registry database. + Assists with batch submission of reportable cancer cases to the Florida Cancer Data System (FCDS) and to the National Cancer Data Base (NCDB). + Assists with preparing and submission of follow-up data to other agencies as required. + Serves as a reliable resource to staff, physicians, and administrators. + Participates in professional development opportunities and required training and assigned committees. Case Finding and Abstracting Supervise and provide oversight and quality control for all activities + performed by Non-Certified Tumor Registry staff + Screen and carefully review Suspense files and other sources to identify eligible cases for abstracting in compliance with Commission on Cancer (CoC) and Florida Cancer Data System (FCDS) guidelines. + Place all ineligible cases into the Non-Reportable File in the METRIQ Database. + Identify, review and abstract inpatient and outpatient medical records with Tumor Registry eligibility criteria for both Analytic and Non-Analytic cases. + Enter abstracted data into Tumor Registry’s electronic database. Ensure completeness, accuracy, and timeliness of data entered. + Follow-up with physicians, healthcare providers, family members, patients or other reliable resources for clarification of missing and/or incomplete information. + Utilize appropriate and approved coding resources, e.g., American College of Surgeons Commission on Cancer, Florida Cancer Data System, etc. + Prepare statistical reports, as requested, utilizing abstracted data for internal, external, FCDS, NCDB reporting. + Assist with preparation of charts, tables, graphs, analysis, etc. + Interact with navigators, physicians, nurses, and all other necessary individuals to ensure compliance with standards of care. Follow-up + Assist with follow-up and tracking of cancer patients to determine current health status/outcome of eligible patients. + Update Tumor Registry database with follow-up information. + Prepare and submit follow-up data to other agencies as required. CORE QUALIFICATIONS Education: Bachelor's degree in related field Certification and Licensing: Certification by the National Cancer Registrars Association – Oncology Data Specialist (ODS) - preferred Experience: Minimum three years of Certified Tumor Registry or directly related work experience required. Preference given for additional experience working in oncology, or another other clinical / healthcare environment. Topography and morphology coding experience preferred. + Knowledge of rules and regulations applicable to cancer data management science preferred. + Familiar with general healthcare terminology; including aspects of care, standards of care metrics for accreditation / maintenance. + Excellent technical skills required: Demonstrated competency in computer applications, inclusive of the ability to learn new applications and programs, and experience with Tumor Registry software; excellent typing skills. + Strong analytical Skills: Experience in analyzing oncology data strongly preferred. + Excellent interpersonal skills: Ability promote and sustain outstanding interpersonal and customer service skills (verbal and written) while accepting responsibility to ensure all working relationships are respectful and professional. + Excellent critical thinking skills: Ability to consistently apply independent and critical thinking skills to solve problems and escalate problems. + Ability to be self-directed while successfully managing the prioritization and execution of multiple deadline-driven projects simultaneously.
