This position is responsible for overseeing the initiation, planning, execution, monitoring, maintenance, and closeout of projects aimed at enhancing the effectiveness and efficiency of grant making and grant management within the agency. Projects will primarily focus on the Contracts Integration System (CIS), the Department of Human Services’ (DHS) contracts management system managed by CGO. The CIS centralizes the contract management lifecycle, ensures compliance with state and federal requirements, and establishes streamlined processes for data access to support oversight and monitoring functions. In this role, you will strategically manage and lead projects, ensuring quality and consistency in all project activities, communication, and training. Additionally, key responsibilities will include efforts related compliance, risk management, quality assurance, continuous improvement, data analysis and reporting. This position will report to the CGO Quality Manager and works in close collaboration with CGO team members and staff across the agency, including DHS leadership, program areas, and contractors. **Key responsibilities include:** + Project Management, Communication, and Training + Strategically manage and lead projects to ensure quality and consistency across all activities, including planning, resource allocation, scheduling, and documentation. + Oversee project management for large, complex initiatives, implementing new programs and/or modifications to existing ones. + Facilitate meetings and provide clear communication and status reports throughout the project lifecycle, ensuring project team members and leadership are well-informed. + Develop and deliver training for CGO team members and DHS staff on new processes and developments related to project initiatives. + Compliance and Risk Management + Manage change control processes and mitigate risks, challenges, and barriers to ensure successful project outcomes. + Conduct, monitor, manage, and oversee reviews, risk assessments, and root cause analyses to proactively identify factors causing performance and outcome variations. + Manage and monitor audit findings and recommendations, and implement corrective action plans, providing analysis to prevent future non-compliance and improve processes, internal controls, and systems. + Quality Assurance and Continuous Improvement + Conduct quality assurance reviews of operational and program practices related to grantmaking and grant management across the agency. + Perform activities to support the agency, ensuring continuous improvement and adherence to standards. + Data and Reporting + Develop visualization tools, charts, graphs, dashboards, and calendars to help management projects and to assist team members in providing a clear overview of tasks and requirements. + Abstract data, analyze, and provide reports tailored to meet the needs to diverse audiences. **Minimum Qualifications** **_**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_** Three (3) years of advanced professional experience in project management and coordinating the implementation of project objectives/deliverables. Experience must demonstrate: + Project management experience to efficiently manage interagency/cross agency processes, set and meet milestones and produce high visibility/high impact deliverables. + Hands-on experience in leading, developing, implementing, and managing projects, applications, or database development projects, preferably from inception to production. + Working knowledge of project management tools (ex. SharePoint, MS Project, MS Office, Visio) + Functional knowledge and understanding of software development, hardware/software infrastructure, cloud computing, data management to assist in creating efficient design, development, and implementation of software. + Interpreting and leveraging user research, user testing, and data analytics to make and validate product decisions. + Strong interpersonal, facilitation, and communication skills; ability to communicate clearly and professionally both verbally and in writing; ability to respond openly to requests and concerns; experience translating technical information into plain language for a variety of audiences. + Visual design skills (e.g., you can translate complex ideas or concepts into charts, infographics, diagrams, or video scripts/demos) + Ability to diagnose and guide teams to troubleshoot issues, solve complex problems, and propose innovative solutions. **Preferred Qualifications** + Lean Six Sigma (green/black belt) Certification, Certified Project Management Professional (PMP), or equivalent experience and knowledge of continuous improvement principles. + Knowledge of the state systems, processes, procedures, requirements, and regulations related to grant management. + Experience with business intelligence tools such as Power BI, Tableau, etc. + Mindset that embraces diverse people, thinking, and styles; demonstrated commitment to valuing diversity and promoting inclusion. **Additional Requirements** REFERENCE/BACKGROUND CHECKS – DHS will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
