Summary: Goldbelt C6, LLC is looking for a Quality/Support Agreement Manager (SAM) to join our team to support the Department of the Army located in Frederick Maryland. As the Quality/SAM for the Joint Program Manager (JPM) Chemical, Biological, Radiological, and Nuclear (CBRN) Medical, the Chief Quality Office (CQO) are responsible for the agreement process, oversight, and records management responsibilities as follows: Responsibilities Essential Job Functions: Perform on-going quality support of the preparation and coordination of support agreements, amendments, modifications, and terminations. Perform the assessment, development, implementation, and evaluation of new support agreement requirements, templates, procedures, and guidelines Develop quality processes that meet user requirements. Establish quality goals and engineering approaches which are acquisition phase appropriate, realistic, and feasible in order to meet cost, schedule, and performance parameters. Develop resource-effective quality plans and solutions, as well as innovative approaches to quality process implementation in preparation of situation reports, metrics, executive summaries, and briefings for Government review. Perform quality planning, quality control activities, and quality assurance audits and reviews. Review and provide comment to contractor quality plans and documentation, conduct contractor quality reviews of drafted support agreements, amendments, modifications, and terminations to ensure overall quality and compliance with DODI 4000.19 (authority document), Army policy, and the Joint Program Executive Office (JPEO) policies are met. Provide guidance and instruction to others in performing quality assurance activities (e.g., maintaining quality records, performing quality audits, maintaining quality assurance standards, etc.) in order to meet evolving Industry and Government quality requirements. Use quality metrics (e.g., process control limits, thresholds, root cause analysis) to evaluate compliance with requirements and specifications defined in requirements. Coordinate (e.g., preparing and staffing agendas, etc.), participate in, and document (i.e., meeting minutes) meetings providing the support agreement subject matter expertise needed to fulfill the critical planning and execution requirements that contribute to success. Prepare briefing materials. Provide metrics and conduct internal inspections, including data collection and creation of reports with the appropriate statistical methods. Analyze and investigate quality trends or conditions, propose corrective actions when necessary, and monitor results to facilitate continuous process improvement. Assist in the development and training of processes that ensure support agreement adherence. Perform document control functions (e.g., monitor the status of unsigned support agreements, assign internal tracking numbers to agreements, maintain a tracking log, upload copies of draft and fully executed support agreements to EDMS, and monitor expiration dates of all agreements and supporting documents.) in the Livelink electronic document management system. Perform document control functions (e.g., workflow initiation; tracking; processing; review; distribution; release and maintenance of support agreements) in the Livelink electronic document management system. Qualifications Necessary Skills and Knowledge: Knowledge of the relationship of QA to other activities (e.g., program management, support agreements, contract requirements, etc.). Knowledge in Industry-accepted quality standards (i.e., International Standards Organization (ISO) philosophy, regulations, and Industry technical data convention). Possess expertise in reviewing requirements, specifications, and documentation to gain a thorough understanding of the programs and processes to be certified. Possess experience in conducting studies and investigations and root cause/problem analyses and developing logical documented recommendations. Capable of establishing effective interpersonal relationships, as well communicate efficiently, both in writing and orally Experience with the use of Microsoft Outlook, PowerPoint, Excel, and Word. Minimum Qualifications: Minimum of seven (7) years of experience working with document management and administration tasks. Minimum five (5) years as a Quality Manager or in a similar manager role. Must be U.S. citizen and able to obtain a Secret Clearance. Preferred Qualifications: Bachelor’s degree related discipline field.
