The Position
The Portland Police Bureau is seeking a Quartermaster to join their Internal Operations Team.
Job Appointment: Regular, Full time.
Work Schedule: 4 x10 schedule. A typical schedule is Monday – Thursday, 6:00am - 7:00pm, with some flexibility.
Work Location: This position will work out of the Kelly Building, 4735 E Burnside Portland, OR. This position requires travel around the City and the lifting of boxes and supplies on a daily basis. In addition, this position is required to work on-site and may require occasional weekend or after hour support.

Position Summary:
The Quartermaster, in the Internal Operations Unit of the Portland Police Bureau, provides highly confidential professional expertise and oversight to the maintenance of inventory control for all Police Bureau-issued or returned bureau equipment and uniforms. This position may supervise and direct administrative support and/or bureau-approved intern(s).
The Quartermaster Unit is responsible for the purchase, control, accountability, distribution, tracking and reporting of uniforms and specific pieces of equipment for bureau personnel. This will include managing and working with the software company to manage the Bureau-wide inventory management database.
As the Quartermaster, you will:
+ Issue and ensure all equipment and uniform components are accurately catalogued or disposed of as appropriate.
+ Provide bureau management and support staff with uniform and equipment usage reports.
+ Maintain uniform and equipment inventories.
+ Organize delivery/pickup of equipment, gear, and supplies from vendors.
+ Coordinate delivery of Quartermaster inventory items to the Bureau personnel at multiple Bureau locations.
+ Independently operate a $1.3 million budget for the Police Bureau Quartermaster program by managing the sources of funding and expenditure and allocating those resources in line with organizational priorities and cost effectiveness.
+ Manage contract and procurement processes for the purchase of sale of goods and services related to uniforms, equipment, and operating supplies.
+ Work as a liaison with Training Division and Research and Development programs to provide consistency and guidance in new equipment and uniform requests.
+ Issue, track, and provide technical expert assessment of all uniforms and equipment assigned to members of the Portland Police Bureau.

The following minimum qualifications are required for this position:
+ Ability to establish and maintain effective working relationships with internal and external stakeholders, such as internal Bureau office managers and staff, representatives of other Bureaus, and vendors.
+ Experience with contract management, including evaluating consultant proposals, administering, and overseeing consultant contracts.
+ Experience exercising independent judgement, problem-solving, and taking initiative within established procedures and guidelines.
+ Experience using databases and software, such as Excel and SAP, to generate reports, track information, and complete purchasing and process invoices.
+ Experience communicating clearly, logically, and persuasively, both verbally and in writing including preparing concise and comprehensive reports, correspondence, and other documents.
+ Experience providing guidance to staff to accomplish overall work objectives.
+ Experience researching, planning, and providing recommendations to implement new products or processes to meet organizational goals.
Applicants must also possess:
+ Ability to obtain a Law Enforcement Data System (LEDS) certification within 3 months of hire.
+ Ability to successfully pass an in-depth background investigation.

Step 2: Minimum Qualification Evaluation: February 11 - February 14, 2025
