In this position you will have the opportunity to help train local first responders to effectively and efficiently safeguard their jurisdictions in the unlikely event of an incident at a nuclear power generation plant. You will also have the opportunity to assist citizens in their response and recovery from natural or human caused disasters. This position exists to enhance and coordinate the state and the local governments Radiological Emergency. Preparedness and Geographic Information Systems in their efforts to protect the public in the event of a nuclear power plant incident/accident through coordinated planning, training, exercising and map development. This position enhances a well-developed and integrated Radiological Emergency Preparedness (REP) GIS program by providing technical expertise and leadership and coordination to state and local emergency management staff in order to ensure compliance with current and new federal and state requirements for nuclear power plant preparedness. To ensure that HSEM supports state and local REP activities by establishing priorities, developing goals, coordinating and assisting in map development, geospatial information analysis and emergency response training. This position will also be responsible for coordination, enhancement and updating of radiological preparedness base maps and geospatial information systems. **Minimum Qualifications** Three (3)* years of demonstrated experience and working knowledge of: + Thorough knowledge of the methods and techniques of geographic information systems analysis and design. + Experience with ESRI ArcGIS 9.x products and extensive knowledge of geography/cartography and relational database management systems. + Reviewing and evaluating technical reports and planning documents. Identifying and evaluating information or data and developing policy and program management recommendations and to conceptualizing alternative solutions to complex issues and convey them to diverse audiences. + Write, edit and organize material from diverse sources to prepare comprehensive maps. + Prepare and make effective oral and written presentations for use within and outside the department. + Develop new techniques and procedures for accomplishing goals and objectives to design work plans for major studies and to direct their implementation. + Ability to work cooperatively with individuals from a diverse background. *A bachelors degree may substitute for 12 months of experience. **Preferred Qualifications** + Bachelor's degree with a Minor in GIS/Geography. + Completed FEMA Independent Study Courses IS-100, IS-200, IS-700, IS-800 and IS-2200. **Physical Requirements** Light: Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently.
