Range Technician
Summary This position is located in the Bureau of Land Management, Prineville District, Central Oregon Field Office in Prineville, Oregon. Salary Ranges: GS-6: $44,117-$57,354 GS-7: $49,025-$63,733 Responsibilities As the Range Technician in this position, you will: The Range Technician GS-06 position provides technical support and assistance in integrated weed management, range conservation, range management, and range improvements to senior rangeland management specialists (RMS). The position will provide integrated weed management planning and support through implementing weed management activities, plans and proposals using established methods to treat, control and prevent infestations. The incumbent will serve as a point of contact with landowners and cooperators to ensure management efforts are successful, and informs the general public and other BLM staff on weed management actions and proposals. Range conservation through surveys of soils, vegetation and resources use. Range management by conducting grazing distribution, trend/utilization studies, collect actual use data and provide feed to specialists. Range improvements such as, fence construction, maintenance, inventory and assist with monitoring cooperative agreements. Plan allotment inspection schedule, documenting livestock use, and conduct field investigations. Update case files and allotment files. During the field season this will mostly be a field job. To conduct field work, the incumbent will at times need to use UTVs and watercraft to access field sites. Field work will also include use of hand tools, sprayers, and safely mixing and using herbicides and pesticides to conduct weed management. During the winter it will be a mixture of field and office work. In addition to these duties, the Range Technician, GS-07, position will perform the administrative case work to include work on transfers, data entry in RAS, filing, and low level NEPA work as assigned. Additionally, the incumbent will assist wildlife, riparian, and ES/R programs with monitoring. The incumbent will work with permittees to develop grazing permit terms and conditions and ensure permit and AMP compliance. The incumbent will address public questions and comments while working in the field. The incumbent will on occasion prepare weed management activities and pesticide use proposals and serve as a team member on low level NEPA work in weed management as assigned. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience and/or education requirements described below. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-06: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: I have at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing at least three of the following: (1) Assisting with range improvement projects and/or vegetation management activities to include implementing weed treatments; (2) Assisting with collecting and evaluating data collected for accuracy to determine causes of variances, or applicability of data for programs and projects; and (3) Assisting with the detection and/or investigation of trespass issues for rangelands; 4) communicating with internal stakeholders to resolve conflicts; and/or (5) operating all terrain and/or four wheel drive vehicles to do field work. OR B. Education: Successful completion of 1 full year of graduate level education which included courses directly related to the work of the position such as: forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). One year at the GS-05 is required to meet the time-in-grade requirements for the GS-06 level. One year at the GS-06 is required to meet the time-in-grade requirements for the GS-07 level. Additional Information Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Physical Demands: The work ranges from sedentary when completing duties in the office to frequent field work requiring a considerable amount of walking, riding, stooping, bending, and lifting. Working Conditions: Office work is performed in adequately lighted, heated, and air-conditioned offices. Much of the time is spent in the field where exposure to extremes of heat and cold, rough terrain, insects, snakes, and other hazards are common. The incumbent carefully adheres to all safety procedures to mitigate hazards encountered.
