POSITION DESCRIPTION: This is a highly responsible and professional position accountable for planning, coordinating and managing the Consultant Services Rate Review responsibilities. Specific duties include:
Reviews Request for Qualification Packages for Professional Services Consultants to evaluate compliance with proper reporting requirements and, if appropriate, accept approved rates. Supervises Procurement Agent in reviewing Audits to ensure compliance with the American Association of State Highway and Transportation Officials (AASHTO) Audit Guidelines and Florida Department of Transportation (FDOT) Reimbursement Rate Guidelines. Supervises and mentors staff, evaluates staff performance, makes assignments and ensures timely completion of reviews. Ensures Consultant Invoice Transmittal System (CITS) enhancements and other CITS related issues are addressed timely.
Maintains and provides counsel and advice to Department managers and the public regarding interpretation of the Florida Department of Transportation Reimbursement Rate Audit Guidelines and other guidelines.
Provides training to the Professional Services industry and district Professional Services Administrators regarding Rate Reviews.
Serves as liaison between the Procurement Office and the Office of Inspector General with regards to Rate Review issues and changes to the Reimbursement Rate Audit guidelines.
Participates in the AASHTO committee responsible for the development and maintenance of the AASHTO Uniform Audit and Accounting Guide.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of United States Government Accountability Office’s Government Auditing Standards, Guidelines and Procedures; Knowledge of governing statutes, rule, procedures, state, and federal law related to Professional Services Consultant contracting, qualification, performance evaluation and accounting practices; Knowledge of information systems technology such as mainframe and personal computer platforms; Skills to effectively utilize Microsoft Office Suite and data query computer languages; Knowledge of the methods of compiling, reviewing and analyzing financial data; Ability to analyze network technologies, security strategies, operating software and systems software; Ability to confirm whether an entity is following the terms of an agreement, or the rules and regulations applicable to an activity or practice prescribed by an external agency or authority; Ability to effectively analyze problems and identify alternative solutions; Ability to plan, organize and coordinate work assignments; Ability to communicate effectively verbally and in writing; Ability to establish and maintain effective working relationships with others; Ability to learn and develop an understanding of complex organizational and financial processes and systems. Ability to understand management and supervisory theory and practice, and the ability to apply them.
