RDT&E PROGRAM MANAGER

Summary You will serve as a RDT&E PROGRAM MANAGER in the EXPEDITIONARY TECHNICAL DEPARTMENT of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to GS-14 through GS-15. This position has a control point equivalent to the GS-14, Step-10 level. Responsibilities You will determine if emerging technologies or existing off-the-shelf technologies can satisfy user needs or if RDT and E is required to solve the operational deficiency. You will lead prioritization of user needs and requirements and work with the DoD RDT and E Expeditionary community to develop proposals that provide cost effective and timely solutions. You will evaluate program progress to ensure that products satisfy program and user requirements. You will maintain technical currency in innovative expeditionary construction equipment, techniques, management, and implementation. You will meet with technical warrant holders, Criteria Managers, and other DoD research partners to facilitate collaboration to leverage funding of external programs. Requirements Conditions of Employment Qualifications FOR THE 0801 POSITION ONLY: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 to GS-14 grade level or ND-3 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing long-range strategies, integrated plans, budget exhibits, policies, and other supporting program documentation to lead the Navy's program and to secure funding for RDT&E projects; 2) Ensuring RDT&E proposals are technically sound and are not duplicative of efforts being proposed or performed by other components, agencies, organizations, and industry; 3) Administering and monitoring the execution of programs and projects through the review and analysis of reports, formal and informal communication and periodic visits to RDT&E sites; 4) Conducting outreach to report on execution progress to sponsoring and higher-Echelon agencies. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For the 1301 Physical Scientist Series: Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
