Summary This position is located in the New Mexico State Office in Socorro, NM. Responsibilities Duties will be developmental in nature when filled below the full performance level. Lead or individually gathers, analyzes and processes information, and makes defensible recommendations on a wide variety of complex and controversial lands and realty actions, including rights of ways, communication sties, land acquisition and disposal, Recreation and Public Purposes actions, exchanges, permits leases, withdrawals and trespasses. Function as the senior realty program contact in all interactions regarding laws, regulations and agency policies, and procedural guidelines for administering the program. Assist other resource specialists and industry personnel by providing Realty Program data and information in developing environmental assessments for proposed actions with affect the lands program. Conduct on-site compliance on rights of way, permits, R&PP and other use authorizations to assure compliance with terms and conditions. Requirements Conditions of Employment Qualifications To qualify, you must meet the education and/or specialized experience requirements described below. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience GS-07: Applicants must have at least one year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) gathering, analyzing, and processing information on a variety of lands and realty actions; (2) assisting with determining land ownership and status; (3) assisting in gathering information and data necessary to complete environmental reviews from on-site examinations; (4) assisting with the development of environmental assessments for other proposed actions which affect the lands program. OR, Education: Successfully completed at least one year of graduate level education from an accredited college or university in a field directly related to the work of the position which provided the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: An equivalent combination of specialized experience and graduate level education described above, when combined, equals 100% of the total requirement. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Superior Academic Achievement (SAA): Successfully completed all of the requirements for a bachelor's degree in a curriculum that is qualifying for this position as described above from an accredited college or university, and meets one of the requirements for Superior Academic Achievement based on the following: (1) class standing (upper third standing in the graduating class of a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses); (2) grade-point average (3.0 or higher out of a possible 4.0) as recorded on the official transcript, or as computed based on 4 years of education, or (3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) election to membership in a national scholastic honor society. (Note: You must provide a copy of your transcripts with a confer/completion date). Specialized Experience GS-09: Applicants must have at least one year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) calculating and determining routine realty and lands cost recovery; (2) preparing responses to routine and non-controversial inquiries concerning use, occupancy, disposal, and other actions on public land; (3) preparing environmental assessments on routine and non-controversial realty casework; (4) leading or conducting routine on-site compliance examinations on rights-of-way, permits, and other use authorizations. OR, Education: Successfully completed at least two years of progressively higher level graduate education leading to a master's degree or a completed master's degree or equivalent graduate degree from an accredited college or university in a field directly related to the work of the position which provided the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: An equivalent combination of specialized experience and graduate level education described above, when combined, equals 100% of the total requirement. Please note only graduate education in excess of one year (18 semester hours) may be used to qualify under this option. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Specialized Experience GS-11: Applicants must have at least one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) using a mastery of real estate principles, policies, and methodologies in property acquisition, management, and/or disposal; (2) analyzing and resolving conflicts in policy and program objectives and/or problems in very complex or controversial transactions involving complex negotiations; (3) applying new theories and standards to problems not susceptible to treatment by accepted and established realty practices and procedures; (4) providing guidance to other agencies, State and local governments on land or property acquisition or disposal, planning, or relocation of property owners, tenants or other affected parties. OR, Education: Successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a directly related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: An equivalent combination of specialized experience and graduate level education described above. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess two full years (36 hours) may be used to qualify. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. There may be some walking, standing, and/or bending, requiring normal physical exertion. Occasional onsite visits require physical ability to traverse remote rough country by cross country vehicles or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Working Conditions: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
