Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce for Real Estate to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Realty Specialist as a team member for any of the teams established for the Civil, Military, or Special Projects and Support Branch. Applicants may be selected at either the GS-09 or GS-11 grade level. The target grade of this position is GS-11. Responsibilities Preparing outgrants authorizing the temporary use of Government property to other Government agencies, state and political subdivisions and private individuals. Performs compliance inspections and ensures resolution of non-compliance issues in accordance with lease terms and conditions. Resolves encroachments on Government owned property in accordance with the district policy and appropriate laws and regulations. Screens excess properties with DoD, Federal, State, and local agencies, and processes requests for disposal in accordance with appropriate laws, regulations, and directives. Assures that all Real Estate actions are processed, and the files are documented, in accordance with all appropriate environmental laws and regulations. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Minimum Qualifications: Your resume must describe at least one year of specialize experience including Assisting with real estate transactions or related administrative work; participating in compliance inspections and/or managing existing outgrants and assuring all real Estate actions are processed and the files are documented in accordance with laws and regulations. This definition of specialized experience is typical of work performed at the second grade/level position in the federal service (GS-07). OR Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education (minimum 36 semester hours) leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: May be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Minimum Qualifications: Your resume must describe at least 1 year of specialize experience including analyzing and applying real estate policies and procedures to include interpreting mapping and legal descriptions; reviewing preliminary property title reports; negotiating with property owners; and reviewing completed work products to ensure they are technically sufficient and in compliance with existing laws, regulations, and guidelines issued by higher authority. This definition of specialized experience is typical of work performed at the second grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education (minimum 54 semester hours) leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: May be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
