Realty Specialist (Open to both U.S. Citizens and Federal Employees)
Summary As a Realty Specialist in FHWA’s Office of Real Estate Services, Realty Technical Services Team, you will serve as a technical expert on the FHWA real estate and outdoor advertising programs and related transportation project development process requirements. This position requires specialized knowledge of the principles, administrative approaches, and field practices of the FHWA realty programs, including the project development process. Responsibilities As a Realty Specialist, you will: Provide training, technical assistance, and expert interpretations on realty program areas. Provide expert technical advice, assistance and training on realty program areas, which include outdoor advertising control, appraisal and appraisal review, negotiations and acquisition of right-of-way (ROW), property management, and relocation payments and services for Federal-aid highway projects. Provide expert technical advice, assistance, and training on the Federal Highway ROW Program as well as Uniform Act-related realty programs and Highway Beautification Act (HBA) areas to FHWA Headquarters, Division Offices, Resource Center personnel and officials of State, local, and regional agencies over a multistate geographical area. Work and interact in an effective and professional manner with a variety of internal and external customers with diverse backgrounds, issues, interest, concerns, agendas, and values. Develop procedures and standards, which facilitate accomplishment of the program and the technical assistance role of the Office of Real Estate Services. Motivate and inspire colleagues, customers, and partners to work toward accomplishment of program goals, objectives, and strategies. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience providing technical assistance related to ROW activities, including appraisal and appraisal review; negotiations and acquisition of ROW; and relocation payments and services for Federal-aid highway projects; AND Experience advising on project issues related to applicable laws and regulations, such as the Uniform Act, Highway Beautification Act, and 49 CFR and 23 CFR.
