Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT), Position Description Number T5553000 and is part of the HI JOINT STAFF, National Guard. LOCATION: Joint Staff, Hawaii Army National Guard, Honolulu, Hawaii Responsibilities SUMMARY OF DUTIES: The primary purpose of the position is to serve as the Joint Staff Knowledge Manager (KM) providing specialized research, analysis, consultation, collaboration, technical assistance and advice to the Adjutant General, staff, directorates, subordinate commands, and organizations. The incumbent provides a framework to ensure the assessment, design, development, pilot, and implementation of information across all systems. Develops framework to include rules, guidance, procedures, and policies used to document, control and organize knowledge and information. Utilizes the latest Enterprise Information Systems (EIS) and collaborates with stakeholders to provide access and knowledge products for the organizations. Serves as the subject matter expert and administrator in the development and implementation of policy and program guidance governing knowledge management (KM) initiatives pertaining to the Army, Air, and State National Guard. Provides technical oversight and guidance to senior leadership in support of National Guard Bureau (NGB) and State objectives. Serves as the KM working group Vice Chair to address policies, challenges and emerging requirements. Researches, coordinates, collaborates, and reviews annually updated documents published at the national level (NDAA, DoD Strategies) that can change or update KM guidance/framework, and responds to inquiries from higher level officials (Chief of Staff, TAG). Develops, prepares, and presents briefings requiring written analysis, charts, graphs, and reports to provide clarity on technical and operational issues. Develops pilot programs, and metrics for evaluating KM initiatives. Develops a Core Team and recommends appointment of KM representatives to resolve knowledge management issues. The core team forms the basis of the multi-functional knowledge management working group drawn from all staff sections. Provides technical guidance and assigns work priorities to the KM Core Team, working groups and representatives engaged in the KM activities. Provides technical guidance for software developers in order to implement software solutions for dashboards, Common Operational Picture (COP), collaborative web-based initiatives, and communication tools. Develops the scope of work for contract submission. Serves as the organization's Site Collection Officer (SCO). Works unilaterally with other agencies (Department of Homeland security, Cybersecurity and Infrastructure Security Agency, Department of Emergency Management), and industries to standardize knowledge management practices. Employs the Assess, Design, Develop, Pilot, & Implement (ADDPI) methodology and framework to guide project management in all KM solutions. Initiates pilot projects using KM tools and techniques. Provides training to internal (section and team members), higher (directorates), subordinate (teams or individuals), lateral (section and team members), joint (multi branch), inter-governmental (attached or employed state partners), and multinational mission partners (State Partnership Programs). Requirements Conditions of Employment Qualifications QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-11, in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. CONDITIONS OF EMPLOYMENT & NOTES: 1. Certification as a knowledge manager through accredited programs is desired. 2. Individual must possess a secret clearance and may be required to obtain a top-secret clearance with eligibility to access sensitive compartmented information (TS-SCI). 3. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements is IAT level I per DoD Instruction 8570.01-m. *4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. 6. The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required. 7. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. OTHER Requirements For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For all other positions in this series requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. NOTES TO CANDIDATES: a. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. b. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: - Dismissal from employment for delinquency or misconduct; - Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; - Intentional false statement or deception or fraud in examination or appointment; - Habitual use of intoxicating beverages to excess; - Reasonable doubt as to the loyalty of the person involved to the Government of the United States; - Any legal or other disqualification which makes the individual unfit for service; - Lack of United States Citizenship. j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken. k. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement. l. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice. m. This temporary limited appointment may be converted to a non-temporary appointment without further competition. n. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. p. Title 5 NG employees with permanent tenure will retain permanent tenure if selected. Title 32 Dual Status technicians with permanent tenure selected to T5 will lose permanent tenure if selected. q. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures. r. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval. s. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.
