interactive Personnel Electronic Records Management System (iPERMS) is a secure net-centric information system that directly supports the Army’s military personnel records management mission in war, mobilization, and peace. iPERMS is the system of record and storage for the Army Military Human Resource Record (AMHRR) during the Soldier’s service and is the Records Management Application (RMA) for the Integrated Pay and Personnel System – Army (IPPS-A). The system supports over 317 million AMHRR documents and over 9.2M Soldier records for the Active Army, Army Reserve, Army National Guard, United States Coast Guard, retired, discharged, and deceased personnel. iPERMS is used by Army leaders, component and Federal agency human resource managers, component selection boards, various Federal agencies, and Soldiers worldwide.

 

By Light is looking for personnel to support Human Resource Command (HRC) with application sustainment and development support services, which includes software (SW) and hardware (HW) technology upgrades and enhancements. By Light will provide IT services to maintain, sustain, and enhance iPERMS and iPERMS-Secret IT systems, programs, applications, and databases vital to the management of the Army’s Active, Reserve, National Guard, and United States Coast Guard personnel, in peacetime and at war.

Responsibilities Responsible for assisting in defining and explaining functional business requirements and recommending a technical approach to meet those needs.Assists in generating design specifications for software development, including translating business requirements into detailed use cases or algorithms for coding.Cultivate and maintain effective working relationships with a variety of stakeholders and the Program Management Office, including end-users, project managers, engineers, and senior staff members.Participates in multiple workgroups at one time and disseminates information across all levels of the organization.Articulate and communicate information effectively to diverse audiences.Translates subject matter terminology into business terms and recommends alternatives to both senior management and software developers.Performs product demonstrations in a variety of settings, including internal meetings, training sessions and trade shows. Required Experience/Qualifications Education: Bachelors’ degree or 6 years of relevant experienceCertification: CompTIA Security + certification.Demonstrated excellence in all phases of the software development life cycle.Knowledge of configuration management and quality assurance concepts and guidelines such as AGILE, Information Technology Infrastructure Library (ITIL), Institute of Electrical, and Electronics Engineers (IEEE), National Institute of Standards and Technology (NIST), Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI), and Project Management Body of Knowledge (PMBOK).Knowledge of DoD standard 5015.02, 1336.08, & 5105.63.Knowledge of and eventual certification as AIIM Electronic Records Management Specialist and Practitioner, Mastery level preferred.Knowledge of network design and operations.Knowledge of network security.Knowledge of help desk support and operation.Knowledge of networking and network-based software applications.Knowledge of overall DoD contracts administration. Preferred Experience/Qualifications Supported the U.S. Army or other DoD/Federal Agency.Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
