Job Summary
Under the general supervision of the City Clerk and the Deputy City Clerk this position will be responsible for the planning, organizing and coordinating the City’s Records Management Program to include: The maintenance and disposition of records, electronic information management systems, and the long-term archiving of municipal records. This position will provide supervision of the Records Management Team; coordinate the City’s records conversion projects and provide support and training to City departments regarding the City’s Records Management Program and software. This position requires superior computer knowledge and skills, organizational and communication skills, initiative, independent thinking, and ability to work with little supervision. Must be able to multi-task, be detail oriented and have exceptional and proficient writing and critical thinking skills. Must have knowledge of and practice the professional standards of governmental laws and requirements for the office of City Clerk.
Duties
+ Responsible for administering the Records Management Program to include storage, retrieval, tracking and filing of active and inactive records; file management functions to comply with records retention scheduled; working with ITS to retain, produce, and dispose of electronic records; manage records specific software and applications for the City; provide regular and ongoing consultation, training, and direction to other departments and end users on required records retention policies. Supervises the records conversion projects into the Laserfiche software, including troubleshooting potential problems, making recommendations of process improvement, and overseeing the Records Management Team assigned to each project.
+ Responsible for overseeing and reviewing the completion of minutes for the City Council, Special Districts and other meetings as assigned. Manages the timely processing, indexing, scanning and filing of all documents within the office of the City Clerk; including quality control of electronic records.
+ Supports with all agenda items; ensures that board and public hearing notices include all required forms; maintains websites and notice boards.
+ Assists the City Clerk in creating and managing records programs, ensuring proper retention and destruction of records, and providing support to all City departments with records maintenance.
+ Acts as the primary contact within the City Clerk department for ETJ and other special requests, including screening applications, coordinating with various City departments, vetting submissions, ensuring items are added to the Council Agenda, and recording finalized items with the relevant entities.
+ Performs personnel-related duties including hiring, training, performance evaluations and discipline.
+ Performs other duties, special tasks and responsibilities as directed, flexible to work the number of hours required to complete tasks and duties of the office of the City Clerk.
Minimum Qualifications
Required :
+ Associate’s Degree from an accredited college or institution in Public Administration, Legal Studies, Business, Communications, or related field.
+ Three years of records and file room management experience or directly related experience.
+ Ability to complete Certified Records Manager (CRM) certification within three years of hiring.
+ Demonstrated prior supervisory experience.
OR
+ An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.
Preferred :
+ Bachelor’s Degree from an accredited college or institution in Public Administration, Legal Studies, Business, Communications, or related field.
+ Three years of municipal government experience, including two years within the Office of the City Clerk/City Secretary.
+ Certified Records Manager (CRM).
+ Experience with Laserfiche Record Management System.
Knowledge, Skills and Abilities
Knowledge of filing systems; indexing (alphabetize, numerical, and subject); and Business English. Excellent written and verbal communication skills. Skilled in computer usage, typing, Windows, PowerPoint, Access, Laserfiche RMS, and Excel. Ability to work effectively and appropriately with co-workers, the public and management; strong work ethic, flexibility in handling multiple tasks, and exceptional attention to detail.
