Recreation Specialist (Rotational)
Summary Enhance off-duty time for military personnel by providing a comprehensive leisure time program of social, cultural, recreational, athletic and fitness activities. The position is Rotational support for CLDJ for a min of 6 months a year. Could be located/based in multiple EURAFCENT primary locations (negotiable based on need) Rota, Sigonella, Naples, Bahrain and Souda Bay and TDY to other commands within the EURAFCENT Region on an "as-needed basis" to provide recreation and management support. Responsibilities Develops a comprehensive recreation program at assigned location that includes organizing, scheduling, publicizing, implementing and evaluating both recurring and non-recurring activities. Requires innovative approaches and major adaptations because of a combination of factors such as limited funds, varied facilities, and varied community interests. Program elements include, but are not limited to trips including local and overnight leisure travel, sightseeing and/or social events; outdoor recreation to educate and acquaint individuals to explore leisure interests; leisure skill activities in the form of structured classes and programs to learn basic recreation skills; social activities such as picnics, parties, holiday activities, concerts and other events to foster development among individuals and peers; special entertainment programming including logistical planning for entertainers, VIPs and guests; and manages a movie theater program to include concession sales, cash handling, movie scheduling and cinema viewing hardware. Provides temporary recreation management field support to other installations in the EURAFCENT Region as assigned by the Region Remotes Site Director. Installations where potential TDY recreation field support may be assigned include Camp Lemonnier, Djibouti, NSA Bahrain, NSA Souda Bay, NAVSTA Rota, NAS Sigonella, NSA Naples, NSF Deveselu, NSF Redzikowo and NSE Lisbon. Maintains a high level of visibility with unaccompanied single personnel through innovative methods of outreach. Visits installation workspaces and other populated areas to promote current events and activities. Manages and conducts day-to-day operations of MWR facilities assigned including but not limited to fitness centers, swimming pools, liberty centers and recreation centers. Responsible for the oversight of assigned staff including local national and third country nationals, and volunteers. Keeps all programs current with outside trends. As required, opens and closes facilities and ensures compliance with safety, fire and security regulations. Must demonstrate strong management skills and abilities to perform with limited supervision. Communicates promotional material requirements and pertinent information to the MWR marketing staff to assist with marketing efforts. Evaluates program effectiveness through participation feedback and adapts programs to meet patron needs within financial, personnel and other resource constraints. Coordinates activities with other MWR activities and local community program representatives in the area. Prepares program operating budget requirements for submission to supervisor. Determines supplies, equipment and other resource requirements to conduct programs using the most cost effective methods. Submits recommendations and purchase requests to the supervisor. Maintains internal controls over supplies and equipment. Conducts cash counts and provides cash handling training and oversight. Overseas inventory control and conducts resale and program inventory as assigned. Effectively disposes of surplus or unusable property. The tour length will be based on the location incumbent is attached to. It could range from 12 months to 36 month contract as specified below: An 18-month (unaccompanied) or 24-month (accompanied) tour located in Manama, Bahrain. A 36-months (accompanied) tour located in Naples and Sigonella, Italy. A 36-months (accompanied) tour located in Rota, Spain. A 24-months (accompanied) tour located in Souda Bay, Greece. CNIC CNREURAFCENT Installations Selectees must apply for a US No-Fee Passport upon employment. Must have or be able to obtain a SECRET clearance. Personnel working in Bahrain and CLDJ are required to receive a number of vaccinations unique to the locations. Requirements Conditions of Employment Qualifications A minimum of one year of specialized experience equivalent to the NF-03/GS-07/08 grade level. Specialized experience includes planning, organizing, coordinating, supervising, or evaluating community, outdoor, institutional, or other recreational programs. Knowledge of the basic principles and techniques of recreation programming which serves as a foundation for training in the practical application of such knowledge to ongoing recreation programs. Knowledge gained through relevant experience which enables the employee to competently and independently carry out continuing recreation projects or programs through proper application of the principles, concepts, and techniques of recreation to the specific needs of community to be served. Skill in the effective management and utilization of the financial, physical and human resources of the recreation program. Skill in modifying and/or developing appropriate methods, approaches, and procedures for the most effective management of recreation programs. Strong verbal and written skills. Some positions have special requirements. Selection may be tentative pending the completion of the satisfactory employment reference checks and receipt of proof of education (where applicable).
