We are seeking a Recruiting Manager (Technical, Security Systems, and Engineering) to join our Security and Electronic Systems (SES) business Unit. As part of (SES) Strategic Business Unit you will be part of a team that designs, engineers, integrates, operates and maintains electronic security services inclusive of intrusion detection, access control, biometric authentication, video surveillance, audio visual, IT systems, perimeter defense and command and control systems for federal, local and commercial customers across high-growth markets.
As the Recruiting Manager you will be responsible for the SES recruiting function for the Company and will report to the Director of Talent Acquisition, along with a business support role to the three Senior Vice Presidents within SES, and as a member of the HR Leadership Team Leading a team of 3-10 high performing individuals comprised of Recruiters, TA Coordinators, and Sourcers. This position is a "working manager" and requires significant hands-on recruitment while supervising the efforts of staff recruiters and external recruitment firms. M.C. As a "working manager" and requires significant hands-on recruitment that coordinates manpower requirements with the SES Strategic Business Units (SBU) on a regular basis to ensure responsiveness to organization needs. Plans, organizes, directs and controls policies and programs encompassing employment and staffing function. Plans advertising particularly social media, in cooperation with Marketing & Communications Directs management of recruiting resources to insure a timely/quality response to internal customer needs, and ability of unit to support managers recruitment needs (this can include the reallocating of recruitment staff to support surges in staffing). Has budget responsibility for the department in conjunction with the Director of Talent Acquisition. Interviews applicants particularly senior hires; Selects and develops recruiting staff. Represents department to internal/external stakeholders and recommends recruiting strategy and tactical approaches to the SES senior leadership, directors, supervisors, and project teams. Builds a high performing, experienced talent operations team focused on meeting KPI's and identifying candidates with critical skill sets in the shortest time possible. Develops and implements sourcing strategies, processes and activities related to the identification and attraction of top talent across a broad array of functions and levels. Assist in working with our Campus team and rotation program for college and vocational school recruitment. Manages the usage of external recruitment firms and advises hiring managers and HR management on where such services are best utilized and how to effectively manage costs and qualitative delivery. Manages experienced recruiting professionals who exercise significant latitude and independence. Plans, conducts and supervises assignments. Allocating resources according to where requirements surge and drop Evaluates and determines changes in methods or procedures for respective strategic business units. Conducts performance evaluations and salary reviews for assigned staff Coaches recruiters to work with individual hiring managers to define recruitment needs in the context of proposal staffing plans; develop clear job descriptions and recruitment plans; solicit resumes and other required candidate information, negotiate offers; handle incumbent capture efforts and keep hiring managers and applicants informed in a timely manner. Coordinates with HR Operations to ensure the onboarding process provides a positive and smooth transition for all new employees by working with HR Ops to tailor the experience as required. Work with all hiring managers to ensure that in advance of the candidates start date the right assets are ordered (eg laptop, iPad, vehicle, etc.) as well as clearance applications.Qualifications:
Bachelor's degree in Human Resources or equivalent and 12+ years related recruiting experience in Engineering, technical security systems, and high end component manufacturing. At least 10+ years of HR/Recruitment managerial experience leading a function and team of 10+ people, with verifiable results. Experience with iCIMS, Taleo or a significant Applicant Tracking System is required. Must have a strong understanding of compensation and benefits and developing the employee value proposition. Should have a strong understanding of U.S. federal and various state regulations and FLSA compliant staffing procedures. He/she must be results-oriented, customer-service focused and possess strong organizational and communication (verbal and written) skills. He/she should have a proven track record of working in a fast-paced, technical, complex, and deadline-oriented environment. He/she must be a skilled negotiator both to assist with senior level hires they will be directly responsible for recruiting as well as developing the budgets and requirements for successful recruitment with hiring managers. Experienced in building networks to find qualified passive candidates. Requires the ability to actively provide recruiting support to multi-site operations and be capable of effectively building positive work partnerships with geographically dispersed staff. Recruiting experience in a corporate setting supporting Defense Department contracts, and experience in recruiting candidates with security clearances. Organized, detail oriented and demonstrated ability to manage high volume recruitment activities. Strong working knowledge with a company-wide recruitment database system, applicant tracking systems, candidate relationship management (CRMs), internet, HRIS system, MS Word, Excel, Outlook. Strong working knowledge in creating reports and analytics either adhoc or from the data systems (ATS, CRM, HRIS). Strong understanding and application working in a Candidate Relationship Management (CRM) tool. Strong proficiency with utilizing Excel to create pivot tables and analyze results and forecasts. U.S Citizenship required to have ability to obtain a U.S. security clearance.Desired:
