Recruitment and Retention Coordinator

The Middlesex Sheriff’s Office (“MSO”) is seeking a qualified professional for the position of Recruitment and Retention Coordinator (“Coordinator”) to work in the Human Resources Division of the MSO at the Administrative Office located in Woburn, MA. The Coordinator acts as ambassador to MSO employees and prospective employees, providing information and support services at all stages of the employee life cycle: recruitment, onboarding, orientation, career planning, professional development, and transition. The Coordinator works with senior management in developing strategies to recruit and retain a strong work force, and promotes the MSO as an employer of choice in the community.

The hours of work will be 9:00a.m. to 5:00p.m. and the days off are Saturday/Sunday. The work hours and days off are subject to change based on operational needs of the MSO Human Resources Division and at the discretion of management. Will be required to work nights and weekends to attend career fairs, community engagement occasions and other job recruitment events. This is an exempt, at-will, full-time employment position that reports to the Assistant Superintendent/Human Resources Director or designee.

Additional duties and responsibilities of the Coordinator include, but are not limited to, the following:

o Working with management to define and implement MSO’s recruiting, professional development and staffing strategy;

o Researching and developing opportunities to recruit, retain, and promote a culturally diverse workforce;

o Providing guidance to the search and selection process for all MSO vacancies;

o Advertising and promoting employment opportunities and coordinating recruiting functions across the MSO and external/online job boards;

o Assisting supervisors in developing temporary staffing strategies to cover extended absences or extended openings of key positions;

o Conducting onboarding interviews of new and transfer employees, processing all related forms and notices related to same, and facilitating the issuance of ID cards, computer system access, business cards, and other items as required;

o Develop and implement strategies related to diversity, equity, and inclusion in recruitment and retention efforts;

o Working in conjunction with the MSO Community Outreach Team to conduct outreach efforts, including attending career fairs, community events, and academic institutions to promote job openings at the MSO;

o Responsible for developing and coordinating the MSO internship program;

o Maintain regular communication with potential recruits throughout the hiring process to ensure a positive candidate experience;

o Build relationships with community organizations, educational institutions, and underrepresented groups to broaden recruitment efforts;

o Research and recommend tools, software, and resources to enhance recruitment and retention efforts;

o Develop recruitment strategies for social media and marketing;

o Develop innovative retention strategies, such as wellness programs,or recognition initiatives;

o Coordinate mentorship and professional development programs to support employee growth and career longevity;

o Represent the MSO at public events and forums to promote MSO careers;

o Assisting supervisors in the orientation of new or transfer employees as requested or required; develop checklists, tools and other resources to facilitate such orientation;

o Working with management to assess and plan developmental opportunities for employees;

o Assisting interested employees with career pathing and enhancing interview skills;

o Assisting management with developing, conducting, tracking, and/or evaluating training or professional development opportunities as requested;

o Coordinating the preparation and processing of employee performance reviews and evaluations;

o Developing and conducting “stay” interviews towards the goal of strengthening employee retention strategies;

o Conducting offboarding interviews with resigning or retiring employees, tracking reasons for voluntary resignations to inform future HR recruitment strategies; processing all related forms and notices related to same, and facilitating the collection of keys, ID cards, computer system access, and other items as required by MSO Policy;

o Tracking and reporting statistics and other employment-related data on applicants, prospects, and employees to management and outside agencies as directed;

o Assisting in the maintenance of employee personnel records in accordance with MSO protocols;

o Ensuring personal and professional growth by keeping current on all legislation regarding EEO/AA and other related human resources guidelines thru active membership in the Society of Human Resources Management (SHRM) and/or other appropriate organizations;

o Ensuring employee compliance with all MSO human resource and payroll policies and procedures;

o Administering the MSO benefit incentive testing and classes, correctional entry level exams and promotional examinations and other benefits noted in collective bargaining agreements;

o Assisting other HR Coordinator(s), when needed, with the processing and oversight of all federal and Commonwealth of Massachusetts statutorily authorized leave for all MSO employees;

o Assisting with the processing of accrued leave reports for all employees and potentially processing appropriate levels of discipline per collective bargaining agreements and MSO policy and procedure;

o Assisting other HR Coordinator(s), when needed, with maintaining confidential employee personnel files and any needed data-entry within the MSO payroll system and the Commonwealth of Massachusetts Human Resources Compensation Management System (HR/CMS), updating and posting internal/external positions and facilitating any interview process in accordance with collective bargaining agreement parameters and MSO policy and procedure;

o Processing retirement inquiries in collaboration with the State Board of Retirement for current and former employees;

o Interpreting labor contracts, administering benefits and providing data and information for labor negotiations in accordance with collective bargaining agreements.

o Assisting MSO management with the responses to union grievances regarding contractual issues;

o Completing and submitting required reports to comply with federal and Commonwealth of Massachusetts reporting requirements;

o Ensuring compliance with all American Correctional Association (ACA) accreditation reporting requirements pertaining to human resources;

o Processing requested employee verifications;

o Working with Legal, Payroll and other managers to address employee issues;

o Performing other work, special projects and other human resources duties as required by the Assistant Superintendent/Human Resources Director or the Assistant Director of Human Resources.

WORKING CONDITIONS:

The hours of work will be 9:00a.m. to 5:00p.m. on Monday through Friday and subject to change based on the discretion of management. The Coordinator must be able to work nights and weekends to attend career fairs, community engagement occasions and other job recruitment events. The individual selected must be cognizant of the confidential and sensitive nature of a law enforcement agency with the ability to maintain confidentiality for all employees.

· Must have superior interpersonal skills.

· Ability to coach and counsel employees as needed, and maintain positive working relationships with individuals at all levels of the MSO.

· Ability to learn, use, and train others on a variety of software programs.

· Knowledge of employment interview techniques and HR law.

· Ability to remain calm and professional under pressure.

· Ability to interpret and ensure compliance with MSO policies, procedures and union bargaining unit agreements.

· Work independently, as well as, with other internal departments in a fast-paced environment and execute close attention to detail.

· Strong written, communication, organizational, analytical, problem-solving and time-management skills.

· Ability to complete multiple projects in a timely and accurate manner while maintaining comprehensive and cohesive records.
