POSITION PURPOSE

In accordance with the Mission, Vision and Guiding Behaviors, the Regional Chief Nursing Officer/Executive will oversee all of the Chief Nursing Officers across MercyOne. This leader works collaboratively with all members of the healthcare team, strategizing to position patient care services as a destination of choice for populations served throughout the care continuum; as well as, a workplace of choice for attraction of the best and brightest staff. The CNO will have regional responsibility for standards of nursing practice, evidence-based quality and safety of patient care, deployment of evidence-based 'experience of care' standards, performance improvement, and nursing leadership development for inpatient and outpatient nursing services.  The regional CNO will have responsibility for nursing operations, budget & resource allocations, and financial accountability within the region working collaboratively with hospital CNOs, hospital Presidents, and other members of the Executive Team. Aligned with the regional strategic priorities aims and the Trinity Health nursing and people centered care strategies, the regional CNO will develop, articulate, and effectively implement a strong nursing vision and strategy for region. The regional CNO is a member of the Executive Team as well as various Trinity Health Nursing and Clinical Councils. 

The regional Chief Nursing Officer will be based out of MercyOne’s Regional Health Ministry (RHM) office in Des Moines, IA.

ESSENTIAL FUNCTIONS

Leadership responsibility for nursing services region-wide ensuring high-quality care and an excellent patient experience through accountable leadership demonstrated by self and hospital based Chief Nursing Officers.

Collaborates with regional leadership, hospital leadership, physician practice leadership and the medical staff leadership to identify, develop and execute on the delivery of clinical care of current and future programs and instill and uphold a culture of nursing excellence. 

Develops, communicates, and executes a strategy supporting appropriate staffing plans and standards of patient care and services that meet patient care delivery needs of the hospital and ambulatory entities using advanced analytics, predictive modeling, and in alignment with Trinity Health system standards and priorities.

Workforce Management and Development:

Colleague Engagement: Supports an established Professional Shared Governance Council and Committees; and action planning for continued improvement.

Engages in and appropriately prioritizes Recruitment, Resilience, and Retention initiatives.

Evidenced-based nursing practice, education and ongoing development, training, and competencies.

Leads the assurance and delivery of high quality, safe patient care that provides patients, families, colleagues and referring physicians with a consistent, best-in-class experience

Monitors key satisfaction/experience metrics (i.e., nursing/and all colleague, patient, and family) and identifies opportunities for improvement and strategies to ensure key stakeholder support, confidence, and engagement.

Ensures compliance with applicable laws and regulations related to nursing services and delivery of care.

Quality & Safety – Clinical Quality and Value Driven Outcomes:

Leads Quality and Safety initiatives as designated to achieve top decile performance levels and Zero preventable harm, working together with the Regional Chief Clinical Officer (CCO) and Hospital based CMOs, CNOs, and others.

Utilizes NDNQI (nursing sensitive outcome data) trends and other benchmark data to drive continuous improvement in designated/prioritized nursing quality indicators.

Promotes clinical integration across the Region at both inpatient and outpatient sites;  improvement and alignment to advance patient safety and outcomes while monitoring quality and maintaining continuous survey readiness.

Working in tandem with Regional Chief Clinical Officer for quality improvement and strategic initiatives for patient safety, among other areas.

Strategy:

Serves as the CNO/CNE leader across the Region, ensuring a collaborative and integrated approach to value-based care.

Serves on the Trinity Health Nursing Executive Cabinet and engages/support the development of nursing strategy for Trinity Heath. 

Functions as the CNO/CNE for regional policies and programs of care that address patient needs and ensures that all patient care areas establish and deliver the necessary patient services as required by the level of acuity and patient mix.

Leads satisfaction and value initiatives as designated to achieve top decile performance levels.

Develops as needed and aligns with system-wide educational and development strategy and curricular goals for the clinical nursing and healthcare workforce that optimizes clinical outcomes, colleague engagement, patient satisfaction,  professional  development, and retention of workforce.

Participates with executive leadership in the development, revision, and dissemination of the regional strategic plan.

Serves effectively on various boards and management committees to increase awareness of nursing activities, advance achievement of organizational strategic goals and strengthen inter-divisional cooperation and collaboration.

Professional Practice:

Ensures that patient care delivery model(s) and clinical and staffing standards for nursing are consistent with contemporary research in nursing practice and professional standards, compliant with accreditation standards, state and federal regulations and laws, and are aligned with the Trinity Health standards where applicable.

Participates in planning, and evaluation of clinical programs, innovative models, and service initiatives.

Directs the development of strategies to promote recruitment, retention, resilience, and recognition of excellence in nursing collaboratively with Human Resources leadership.

Engages in the development and insures the deployment and successful execution of Trinity Health standard nursing work practices.

Recommend and advocate the adoption and use of technology, including information technology, to advance continuity of care.

Communication, Relationship Management & Colleague Engagement:

In collaboration with key stakeholders and constituents, responsible for overseeing the development of a collaborative and coordinated inter-professional approach to patient care delivery inclusive of promoting and fostering proactive and positive relationships with physicians, clinical staff, executive and operational leaders within the system. 

In coordination with ministry CNOs in region and in collaboration with Human Resources leadership, drives continuous improvement in colleague engagement performance.

Encourages and facilitates cooperation within the region/organization to connect people to best thinking and practices. Involve others by listening to team decisions and actions; values and utilizes  individual differences and talents.

Acts as a coach and mentor, while promoting professional growth and accountability within nursing leadership staff and colleagues in order to promote and build the pipeline of future nurses.

Actively participates in committees, councils and taskforces and regularly submits reports to appropriate committees, boards and agencies regarding outcomes.

Represents nursing in the community through active participation and engagement. Establishes and maintains relationships with academic organizations, business entities, civic and government entities to advocate for nursing current and future needs.

Develop and maintain working relations with leaders within the continuum of care space.

Actively supports the philanthropic goals of the organization, especially those relevant to philanthropy that supports nursing strategies and initiatives.

Finance, Budgetary Accountability & Workforce Management:

Oversees preparation of operational and capital budgets for all Nursing & applicable Patient Care Services departments. Assures that the budgets are monitored throughout the course of the fiscal year, and that operating cost variances are proactively addressed. .

Sets priorities and advocates with administrative peers for allocation of resources.

Collaborates with the Regional and Hospital based leaders to assure that key operational components are appropriately reflected in financial statements.

Directs, coordinates, and oversees preparation of department records, reports and report analyses. Reviews and interprets records and reports to ascertain extent to which goals are being attained.

Integrates clinical, human resources and financial data in decision-making.

Oversees workforce management/productivity standard development and operational performance to standards

MINIMUM QUALIFICATIONS

Must possess an advanced degree with at least one degree (under-grad or grad) in nursing. (MSN, MHA, MBA). PhD preferred.

Minimum of seven (7) years executive level leadership experience including experience serving as a hospital based CNO. Member of professional nursing organizations and active in state/national advocacy preferred.

State Registered Nursing Licensure preferred

Advanced knowledge of professional nursing practice in an executive or specialty practice area as evidenced through certification (e.g. CENP, NEA-BC, FACHE, etc.).  Certification required within two years of hire. 

Strong conceptual nursing base with expertise in professional practice models, systems thinking, and quality improvement/process improvement methodologies.

Speaks the language of clinical transformation and has experience with change management.

Performance oriented and able to effectively challenge systems and processes toward higher level of quality outcome. Able to synthesize and interpret large amounts of clinical, quality, and financial data.

Demonstrated ability to collaborate with all members of the administrative and health care teams; effectively leads by example consistently demonstrating professional, inclusive, and respectful behavior.

Able to align diverse constituencies' needs and expectations that result in win-win solutions.

A highly transparent leader, regarded as visible, driven, and charismatic leader who is passionate about the profession of nursing.

Displays excellent interpersonal and communication skills to provide advice, mentorship, counsel and leadership to peers, staff, physicians, patients and the community.

PHYSICAL AND MENTAL REQUIREMENTS AND WORKING CONDITIONS

Must be able to adapt to frequently changing work priorities and be able to prioritize and balance the requirements of working with the System Office and Regional Health Ministries (RHMs).

Must be able to travel to the various Trinity Health sites as needed. 

Must be able to effectively analyze, communicate and respond.

Must reside in the RHM service area.
