ROLE
Manages the accounting and Financial Planning & Analysis (FP&A) functions for multiple operating companies. Serves as accounting & finance liaison among local subsidiaries General Managers, Group Manager, municipalities, and Recology corporate headquarters.
ESSENTIAL RESPONSIBILITIES OF GROUP CONTROLLER
Responsible for overseeing all accounting functions for the region such as accounts receivable, billing, payroll, and purchasing. Contributes to the formation and directs the implementation of local internal accounting controls. Oversees the monthly close process and related financial statements. Assists Group and General Managers in ascertaining acceptable operating efficiency and profitability levels and is the primary finance business partner for the group. Participates in governmental rate-setting process, including being functionally responsible for data management related to the entire rate regulatory process; develops dynamic rate models to accommodate various methodologies and scenarios; represents the company in public hearings; oversees the implementation of new rates, which may include working with IT personnel to design, test and verify new structures in the system. Responsible for development of financial planning, budgeting, and analysis, owns the 5-year projection model for the region, complete ad hoc analysis and/or ongoing variance analysis, and reporting. Responsible for developing financial models and projections for bids, RFPs, contract renewals, and union negotiations; review of contract language for financial component of union agreement, franchise agreements, leases, etc. Prepares annual budgets for regional subsidiaries in conjunction with General Managers and staff. Manage the regional subsidiaries’ financial audit process. Performs special projects, such as analyzing various components of a company's activities. Prepares and reviews property tax reports, and special government reports. Other duties and responsibilities as assigned.QUALIFICATIONS
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
Related management experience in public or industry accounting including supervisory experience with a proven ability to effectively motivate and mentor employees. Technical and professional principles, practices, laws, applications and programs in position related area including detailed knowledge of accounting theory and practices, expert knowledge of general accounting practices (GAAP) and related applications, and detailed knowledge of financial analysis and theory. Current developments and trends in areas of expertise. Computer programs, including Microsoft Office suite of applications and using data to inform and set priorities and identify challenges/opportunities (i.e., strong knowledge of Microsoft Excel, including but not limited to, formula calculations, pivot tables and other advanced analytical techniques). Principles of personnel training, supervision and evaluation. Supervisory techniques, resource allocation, planning and budgeting. Bachelor's degree preferred but not required. Current CPA License and/or MBA preferred. Valid Driver’s License.Skill and/or Ability to:
