Job Summary
The Regional Director Community Based Services is responsible for the overall leadership, management and performance of program operations including the delivery of quality direct service to client and families. The Regional Director Community Based Services develops and maintains systems to facilitate the integration of services, and coaches and mentors teams in order to implement and maintain these systems. This role is responsible for the efficiency of the day-to-day operations of the program including budget development and management, utilization, hiring training, clinical oversight, regulatory compliance (OCFS, OPWDD, OMH, JJS, COA, CMS, etc.), and safety of youth families and staff. The Regional Director Community Based Services supports Hillside’s Philosophy of Care and works to remove systemic barriers to ensure its implementation.
Essential Job Functions
+ Responsible for attaining current, and assuring future, financial and operating success of the area of responsibility through prudent decision-making, timely actions and thorough risk analysis.
+ Ensure exceptional quality in the delivery of services and the successful execution of quality improvement activities.
+ Manage a team of leaders to accomplish goals and respond to opportunities and change using effective delegation and oversight; set expectations, measure results and trust/empower others to accomplish results.
+ Contribute to the creation of strategy and implement the balanced scorecard within their area of responsibility.
+ Identify and drive opportunities for program growth and development through community engagement
+ Develop and maintain positive funder and regulatory relationships via effective communications and a pro-active approach in working with funder staff.
+ Responsible for the development of the budget within area of responsibility and for adhering to established budget.
+ Handle and follow up on internal and external emergency situations.
+ Maintain in-depth knowledge about the services and activities of the area of responsibility.
+ Develop and implement systems of accountability for both teams and individuals.
+ While this job description covers many aspects of the role, employees may be required to perform other duties as assigned.

+ Leadership: Communicates, supports and links Hillside mission, vision, values, goals, and strategies to everyday work and establishes clear, meaningful, challenging, and attainable objectives and expectations that are aligned with those of the organization.
+ Management: Aligns the right work with the right people; delegates tasks according to people’s strengths and interests. Ensures staff has the skills and resources to be successful. Provide staff with coaching, training and opportunities for growth to improve their skills. Treats staff fairly and consistently. Shares accountability when delegating and involves staff in setting their performance goals.
+ Governance: Ensures Hillside policies, procedures and all applicable governmental laws/regulations/guidelines are followed. Makes decisions and has authority to implement decisions in conjunction with the leadership structure of the given area of responsibility.
Education & Experience
+ Master’s degree or Bachelor of Social Work required
+ Minimum 5 years of relevant experience in Human Services required
+ Minimum 2 years of leadership or management experience required
Special Requirements
+ Unrestricted, valid NYS driver’s license for minimum of 1 year with a clean driving record and minimum insurance coverage that meets agency standards.

+ Demonstrate skill in successfully managing and leading in a large matrixed organizational system, including partnerships with support departments.
+ Possess significant expertise and knowledge base in area of responsibility, demonstrated knowledge of sector (i.e., Behavioral Health, Mental Health, etc.) on the state level and ability to build productive relationships with influential members of the sector.
+ Adept decision-maker that seeks out input and information to make informed decisions.
+ Demonstrate commitment to quality with ability to use resources efficiently and with the greatest effectiveness.
+ Ability to engage and inspire others toward achievement.
Physical Demands & Work Environment

+ Must be able to work a variable scheduling including evenings and weekends
+ The following daily physical demands are required:
+ Sitting (up to 6 hours)
+ Occasional standing (up to 2 hour)
+ Occasional walking (up to 2.5 hours)
+ Driving (several times a week up to 6 hours)
+ Continuous balancing (up to 8 hours)
+ Occasional balancing, bending, stooping, climbing, kneeling, pushing, pulling, reaching forward or down, reaching overhead, running, and twisting (up to 2.5 hours)
+ Weekly lifting up to 10-15 lbs. on a daily basis
+ Manual dexterity is required, including the frequent ability to grasp in both hands and continuous use of fine manipulation skills in both hands (approximately 1-2.5 hrs.)
+ Occasional exposure to dust, fumes, gases, chemicals, or smoke is apparent
+ Ability to change positions as needed
SPECIAL CONSIDERATIONS
While Hillside is a restraint free environment, there may be times in a “life or limb” situation, that staff may be required to physically restrain clients weighing between 50 lbs. and 300 lbs. and guide them safely to the floor. In some circumstances, restraints can last up to 15 minutes and may require repetition as necessary.
$93,350 Minimum pay rate, $146,200 Maximum pay rate, based on experience.
