Responsibilities You will serve as a subject matter expert, program manager and staff advisor for all utilities, energy, sustainability, and environmental design (LEED) programs. You will provide budget oversight and reviews installation requirements to include POM submission, annual authorizations, and budget execution. You will monitor facility data systems and provides regular updates and progress reports. You will represent MCIWEST in all energy and sustainability related initiatives and foster development energy projects to include regional prioritization. You will review and recommend approval for energy Saving Performance Contracts and Demand Side Management projects. You will monitor and formulate guidance based upon energy studies and audits. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advising on energy policies, programs, and procedures; providing program management, strategic planning and program execution of Energy Program within requirements to accomplish energy goals across the region. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. This position is covered by the Department of Defense Priority Placement Program.
