The Department of Youth Services (DYS) is seeking a highly motivated individual to fill the role of Regional Fiscal Director and oversee the fiscal operations of our Western Regional Office. This position will establish a regional budget request annually and communicate anticipated needs to the Central Office Budget Unit. The Regional Fiscal Director will also monitor regional spending and produce expenditure reports on an as needed basis. The Regional Fiscal Director reports directly to the Regional Director of Operations and indirectly to the Administrative Managers in the Central Office*. *Incumbent of this position is responsible for four main duties of fiscal oversight, procurement, purchase of services, and human resources. *For additional information about the Department of Youth Services and its programs please watch:* https://drive.google.com/file/d/1gyP0kCJ181nBakh9Cc0pNNEyPw7kAoI6/view *_Duties and Responsibilities (these duties are a general summary and not all Inclusive)._* * Request budget adjustments during the year to meet ongoing operational needs of the Region. * Review and process encumbrance and payment documents to ensure accuracy of information and compliance with internal controls and Comptroller’s policies and procedures. * Assist the Northeast Region Office Procurement team in the preparation of Request for Responses as needed for department-wide purchase of goods and regional service needs. * Research statewide goods and services agreements to ensure accurate information on MMARS encumbrance documents and meet the procurement needs of the Region. * Responsible for oversight of the Regions inventory. * Acts as the liaison with the Central Office Contracts Office for all Purchase of Service (POS), Foster Care and Medical Contracts. * Manages regional purchase of service payments and maintains up-to-date information on all POS contract amendments. * Monitors and verifies that all Purchase of Service invoices are complete and accurate and contacts the vendors to resolve any discrepancies. * Responds to the Central Office Budget staff in the preparations of all audits and reviews for the Northeast Region by oversight agencies. * Oversee the Regions personnel timekeeping and payroll activities including overtime, compensation-time, and benefit selection and ensure that they are administered and maintained according to established procedures to assure quality control. * Revenue data collection as part of the Department wide revenue maximization projects including targeted case management and the residential rehabilitation option. * Accounting responsibilities include developing and implementing Regionally based internal control policies and procedures, supervising Regional Business Office staff, training data entry operations in MMARS, monitoring encumbrances and payments to ensure accuracy of information and evaluating the needs for resources. * Provide periodic update of fiscal status as to actual expenditures plan to Regional Director and Central Office Fiscal Unit. * Represents the Northeast Region at regular periodic monthly meetings with Central Office Fiscal and Procurement staff. * Supervise the Northeast Region Business Office administrative support staff including time approval and completion of performance evaluations. * Training data entry operations in MMARS (Massachusetts Accounting Reporting System). *_Preferred Qualifications:_* * Bachelor’s Degree with a major in accounting; and/or Business management. * Knowledge of budget development. * Proficiency with Microsoft Office Suite (Word, Excel, Access, Outlook). * Ability to supervise, motivate and train subordinate staff. * Excellent decision-making ability is critical as decisions must be made promptly and requires good judgement and experienced reasoning. * Ability to anticipate and analyze difficult situations and take corrective action. * Ability to establish rapport with persons from different ethnic, cultural and/or economic background is requisite. * Ability to deal with members of the public and non-profit vendors in a professional manner, both in-person and over the telephone. * Knowledge of Commonwealth Purchasing Rules and Regulations. * Demonstrated ability and experience in the use of the Massachusetts Management Accounting Reporting System (MMARS). * Knowledge of the state's juvenile justice, public safety, criminal justices, educational and human services systems. *_Schedule:_* Monday through Friday 8:45 am – 5:00 pm Days off: Saturday and Sunday *_About the Department of Youth Services:_* The Department of Youth Services (DYS) is the juvenile justice agency for the Commonwealth of Massachusetts.
