DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Homeland Security Grants Program division of the City of Houston’s Office of Public Safety and Homeland Security manages federal homeland security grants for the Greater Houston region and coordinates and supports regional homeland security preparedness projects and initiatives in the City of Houston and in the Counties of Brazoria, Fort Bend, Galveston, Harris, and Montgomery. This includes homeland security planning activities, regional preparedness programs, and management of grant-funded initiatives.
This office seeks to hire a Homeland Security Planner whose primary responsibility will be to serve as a planner for the Urban Area Security Initiative (UASI) grant program.
Primary duties may include but are not limited to the following:
+ Coordinate with stakeholders from across the region to unify homeland security processes.
+ Manage a regional information sharing tool.
+ Develop deliberate plans and exercises that follow accepted guidance, such as Comprehensive Preparedness Guide (CPG) 101, the Homeland Security Exercise and Evaluation Program (HSEEP), and whole community planning concepts.
+ Facilitate the development and update of regional plans (e.g., the Regional Homeland Security Strategic Plan, and Integrated Preparedness Plan) and support regional programmatic planning efforts.
+ Manage grant funded planners to ensure that they develop capabilities necessary for homeland security planning.
+ Represent leadership at meetings and functions to gather information and articulate leadership’s opinions and recommendations.

+ Be self-directed, capable of managing variable workloads, and willing to work occasional extended hours to complete projects as needed.
+ Display flexibility in tasking and prioritization to effectively manage long term projects.
WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc.
This position may require long hours during stressful emergency situations.
As a Tier 2 employee, this position may be assigned to the Emergency Operations Center (EOC) during large disasters at the discretion of the supervisor and/ or department director.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Bachelor’s degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS
Valid Texas Driver's License and compliance with the City of Houston policy on driving (Administrative Policy 2-2).
PREFERENCES
Preferences shall be given to those candidates that have experience in:
+ Strategic planning
+ Project management
+ Demonstrated excellent written and oral communication skills
+ Skills to convene groups and coordinate resources to implement desired goals
Must demonstrate proficiency with computer productivity software used in the support of planning and programmatic activities including teleconferencing platforms, Microsoft Teams, and web-based content-management systems.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
