Summary The Bureau of Reclamation, California-Great Basin Region is seeking interested internal candidates to be considered for a professional development opportunity with the Regional Director's Office! This opportunity is for a detail or temporary promotion, not to exceed 2 years. Location - Sacramento, California Responsibilities The primary duties of this position are: Advises, consults, and coordinates with the Interior/Reclamation Washington Office on technical, administrative, and policy matters related to the activities and programs of the assigned Region. Performs staff functions necessary to represent the Regional Director and Management. Schedules, coordinates, and facilitates meetings and briefings between Washington, D.C. Departmental and Reclamation leadership, Congressional Representatives, the Regional Director, and Regional Management and Staff. Attends and participates in meetings with various stakeholders that include lobbyist groups, public interest groups, etc. Initiates or coordinates responses to congressional, administration, and public inquiries on Regional matters that require Washington Office involvement, ensuring accuracy and compliance with Regional and Reclamation policies and practices. Requirements Conditions of Employment Candidates may apply to be considered for detail or temporary promotion. This is a temporary assignment and cannot be made permanent without further competition. To be eligible for a temporary promotion, applicants must meet the minimum qualifications requirements outlined below, to include Time-In-Grade restrictions. Applicants that do not meet the requirements for a temporary promotion may be detailed into this position with no change in pay grade. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees who have a break in service of less than 1 year, are required to meet the time-in-grade restriction of 1 year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). There is no specialized experience or time-in-grade requirement for applicants interested in the detail opportunity. Supervisory Endorsement: Current Bureau of Reclamation employees must supply proof of current supervisory endorsement to be considered for this opportunity. Qualifications Applicants currently at the GS-13 level may apply to be detailed into this position. Applicants currently at the GS-12 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of Specialized Experience. Specialized Experience: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service demonstrating experience performing inter or intra-agency relations work with constituent groups such as tribes, state agencies, or other enterprises; briefing and/or presenting program information to higher-level Reclamation staff and/or stakeholders; coordinating special projects, making determinations and recommendations for implementation; producing final work products associated with resource management and/or program administration; establishing relationships within and outside Reclamation. These examples are not all-inclusive. Education This position does not allow for substituting education for experience. Additional Information Incumbent serves as a Regional Liaison in the Regional Director's Office in Sacramento, CA, in preparation for assignment as the Region's Liaison in Washington D.C. Upon that time, Incumbent will be on a Temporary Duty Extended-assignment to the Bureau of Reclamation, Commissioner's Office in Washington, D.C. Reclamation has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.
