USAID Sustainable Food Entrepreneurship
Regional Manager
Antananarivo / Fort Dauphin, Madagascar (TBD)
1. Background
DAI seeks a Regional Manager for an upcoming USAID-funded opportunity in Madagascar entitled Sustainable Food Entrepreneurship. This new activity will focus within the Feed the Future Zone of Influence (ZOI), specifically within the ZOI in Anosy, Androy, and Toliara, and will layer with other donors and USAID projects, particularly Harena, USDA Food for Progress, Harena, Riake, and Rano WASH. The activity will have two components:
1. Increasing sustainable production of diverse and nutritious foods: addressing the low productivity and vulnerability of local food crops, livestock, and fisheries, increasing food security and strengthening value chains by focusing on a diversified, climate-sensitive approach; and
2. Strengthening resilient market systems: strengthening the private sector and entrepreneurship to create opportunities and build resilience of Madagascar’s food systems, and encouraging, facilitating, and mobilizing private sector investment and financial services to micro, small, and medium enterprises (MSMEs).
2. Position Purpose
The Regional Manager will be responsible for oversight and coordination of regional program and operations activities. S/he will ensure program activities align with the project vision and oversee day-to-day regional operations. S/he will supervise the regional office and conduct visits to field implementation sites.
3. KEy Duties & Responsibilities
· Oversee regional office activities (administrative, financial, and technical), and provide leadership and oversight of regional office staff.
· Provide direct supervision and leadership (motivation and mentorship) for assigned personnel.
· Coordinate regional activities with program’s central office technical and administrative/operations staff.
· Collaborate with technical teams on the design and implementation of regional activities.
· Coordinate regional operations, administration, and logistics needs while liaising with the central office; this includes procurement, grants/partnership, finance and logistics for regional office.
· Track and report expenditures for regional program activities against preset budgets. Provide data and contribute to setting individual budgets for activities.
· Assist with inputs into key project deliverables like the annual work plan, bi-weekly, monthly, quarterly, and annual reports; monitoring, evaluation, and learning plans/reports, success stories and ad hoc requests from USAID;
· Build relationships and/or act as lead coordinator with local partners and other regional and project stakeholders.
· Other tasks as assigned.
4. minimum Qualifications
· Bachelor’s degree in administration or a related field required; master’s degree preferred.
· At least 9 years of relevant experience including procurement, logistics, finance, and budget management for donor-funded international development projects; USAID experience preferred.
· Demonstrated experience working on donor-funded international development projects in Madagascar.
· Strong interpersonal, supervisory, and management skills.
· Strong ability to manage complex project operations in coordination with staff in multiple locations.
· Professional-level oral and written fluency in English and French required; professional-level oral and written fluency in Malagasy also highly preferred.
