About the role

Regional Project Controls Manager:

The Regional Project Controls Manager will contribute significantly to the success of PMO projects ranging from $10-250 million during times of routine outage/maintenance as well as emergency projects. Reporting to the Project Controls Director, the Manager will work with stakeholders across the business as a billable resource for cost control.

Accountabilities Include (but are not limited to):

· Create and update, large PMO project detailed schedules L3, and L4.

· Run and update complex schedules with interface with several contractors onsite.

· Run customer meetings to review the Schedules Critical Path and daily progress.

· Budget load, track actuals and estimate at complete cost on large PMO outages.

· Review contractual payment terms with clients and develop schedule of payments. Ensure invoices to clients are issued in accordance with the contractual terms and project progress.

· Travel to sites to audit the costs, meet with project teams and vendors.

· Support site planners and other remote planners and cost resources as subject matter experts.

· Mentor and cross-train other team resources on scheduling and cost tracking.

· Indirect management and scoping of third-party resources (approximately 4-6 resources)

· Work directly with Project Managers, procurement, regional resources, and management to properly track vendor cost and cashflows. Update vendor installments based on progress of projects.

· Support the development of Primavera standard scopes of work for Boiler outages, Turbine/generator outages, and PMO projects.

· Support Regional planning refreshes 2 times a year.

· Support preparation of regional monthly cost, schedule and cashflow reviews.

· Ensure project dashboard KPIs are complete accurately in accordance with the company’s calendar.

· Run team calls and meetings when necessary.

· Contribute to completing Post Outage Review summaries with improvement actions forward, best practices and lessons learned.

Requirements:

Candidates must be located within daily commuting distance of our Pasco County, FL facility as this role will be located on site for 2+ years or the duration of our expansion project.

Education

· Candidates with a 4-year college degree are desirable however those with at least 2 years of direct experience may be considered with a High School Diploma or equivalent.

Experience:

· Candidates with direct experience in outage planning, outage cost tracking and a good understanding of power plant operations are strongly preferred but will consider those in an industry with large scale planned maintenance cycles with similar project sizes.

· Demonstratable Project Controls experience with prior experience building cost loaded schedules as well as experience in tracking prior outage cost.

· Prior experience with onsite tracking of large complex outages both on Cost and Schedule.

· Advanced knowledge on Primavera needed will be running complex schedules and Schedule review meetings.

· Prior experience in reporting outage performance to senior management.

Skills:

· Highly skilled and proficient in use of planning tools such as Primavera or Microsoft Project, with a strong proficiency in MS Office applications, especially with Excel (spreadsheets, modeling, and pivot tables). Higher level proficiency preferred in Access as well.

· High level of financial acumen with expectations of creating budgets in a project costing role and tracking actual cost and forecasting estimates at completion.

· Able to communicate effectively with management at all levels from the corporate offices and operating facilities.

· Understanding of cost implications on changes to schedule Critical path. Ability to explain key drivers related to impacts on cost.

· Able to compile planning documentation for review and effectively make revisions.

· Good presentation skills for effective communications to PMO Project Managers & Project Control team.

· Experience and skills planning multiple projects and coordinating them through their various phases.

· Ability to appropriately delegate and deploy external resources and hold them accountable for defined KPI’s.

· Ability to mentor & train other team members.

Travel:

· Must be willing to travel to assigned plants for planning, cost tracking during execution, and reviews. Typical duration could last up to a month at a time. Overall projects can last for several years at a time.

· Average travel expectation is approximately 50% with adjustments based on business need.

Physical Demands:

· Must be able to climb ladders and scaffold, enter and traverse tight spaces and areas.

· Must be able to walk, sit, climb, balance, crawl and kneel.
