Regional Security Director, America Job

The Regional Security Director, Americas, provides Security Management Leadership to the Arkema Group in the Americas, covering over 50 locations, as it relates to the protection of its people, property and assets, and regulatory compliance. The Director serves as the in-house subject matter expert for physical security, travel security and other related matters. Leads (or assists with) sensitive investigations or other matters. Serves as the lead Security Representative for the AMAS region to include interfacing with all levels of law enforcement. Direct report to Deputy General Counsel in the US, with a dotted line reporting to Security in France.  Travel can be up to 25% of the time.

 

Essential Duties & Responsibilities:

Site Security: Prepare and maintain Site Security Plans for eight (8) US facilities pending reauthorization of CFATS. Review and provide advice related to site security for all other locations in the Americas. Annual responsibility to review Calvert City’s “Maritime Transportation Security Act” Facility Security Plan and to conduct an annual exercise of same with the staff at Calvert City. The deliverables are documentation attesting to the review and a thorough accounting of the exercise. Serve as Arkema Inc.’s “Rail Security Coordinator” under the Freight Rail Security Rule. Review daily (or multiple times per day) email feeds from Beaumont showing TIH car locations. Additionally, oversee twice per year inspection by FRSA personnel from the Philadelphia field office. Arkema Inc. designated party for the ACC Security Code. Typically, this is a yearly review / affirmation, but could also involve interviews and assessment for Responsible Care audits. Upon reauthorization of CFATS, act as sole administrator for the Arkema Group in the CFATS “Chemical Security Assessment Tool” database. Time is spent throughout the year preparing, updating and submitting “Top Screens” and / or “Site Security Plans.” Upon reauthorization of CFATS, act as sole administrator of the CFATS “Terrorist Screening Database.” C-TPAT Security: An annual review of the “Security Profile” requires comparison of existing submissions vs. new activity, updating statistics, preparing our “Country Threat Assessment,” acquiring, vetting and uploading examples illustrating “evidence of implementation,” and uploading required documentation into the C-TPAT portal. Administrative activities related to this program include: adding / deleting partner companies in the C-TPAT “Security Verification Interface” module; answering queries as to C-TPAT status; and preparing and presenting the annual governance update to the Arkema Inc. Ethics and Compliance Committee. Coordinate and execute Revalidations. Travel Security: “Regional Security Manager” for the DSEG travel safety and security program. Responsible for monitoring all travel to Latin America. This involves email reviews of proposed (or already scheduled) trips. Trips are reviewed to ensure the traveler has taken the necessary precautions and has coordinated the travel with the local country manager. In some cases, proposed plans are rejected (by the GSD) and then modified. Coordinate final approvals with the regional director and Arkema AMAS CEO. Troubleshoot issues with AMAS travelers’ SCUTUM apps or desktop configurations. Provide advice to those traveling to high-risk countries or those on ex-pat assignments. Provide a quarterly review of the overall travel safety and security program in AMAS to DSEG in France. Reviews/Trainings/Meetings: Subscribe to reports (“OSAC Daily Newsletter,” for example), email threads from memberships, and various “Google Alerts” to keep abreast of current issues and potential threats. Analyze source information and provide analysis and action plans where appropriate. Represent Arkema on the Security Committees of the ACC and AFPM and also serve on the Industry Advisory Group (IAG) of the Global Congress on Chemical Security and Emerging Threats. Security Vulnerability Assessments for our non-regulated sites; corporate offices; AIMS audits at sites, DHS / FBI contact for suspicious activities, etc. Provide seminars, training, and other presentations to various regional and/or local security personnel, as needed, on relevant security and safety issues.

 

Minimum Qualifications and Education Requirements:

This position requires 10 years working in the security field in a multi-national setting, including regulatory compliance, interacting with law enforcement and government agencies, and conducting/supervising investigations. C-TPAT compliance experience required. CFATS compliance experience preferred. B.S. – business, criminal justice or security management. Advanced Degree Preferred (MBA) Seminars / webinars through ASIS International, ASIS International, CPP preferred

Physical Demands/Working Conditions:

Travel can be up to 25% of the time, remote locations may be required. Enduring extreme climates working in PPE / FRC for extended periods may be required Will occasionally require working additional hours outside of normal workday/workweek to meet certain deadlines throughout the year Hybrid schedule - minimum 3 days in the office Supports the site HES policy and complies with all regulatory and internal requirements Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, etc.) Supports and promotes the reporting of all health, safety, environmental, near[1]miss, accident or injury incidents
