Description
RN-Communicable Disease Nurse
Under general supervision, the RN-Communicable Disease Nurse performs various professional nursing duties aimed at promoting and protecting the health of communities and populations.
Examples of Duties
+ Conducts community and home visits relative to the care of people in need of medical, hospital or nursing treatment typified by cases of communicable disease or other public health problems.
+ Locate and instruct contacts of patients with communicable diseases, on obtaining testing, diagnoses and appropriate treatment.
+ Follow up on suspected communicable disease cases which are not definitely established.
+ Visit schools to instruct teachers in recognizing physical and emotional deviations in children and to assist with plans for their care.
+ Instruct school personnel on symptoms of communicable diseases and on regulations for excluding suspected cases from school.
+ Provide industrial plants, nursing and medical facilities with public health services on matters relating to occupational diseases and hazards and communicable diseases.
+ Develop plans for the instruction of first aid workers and carry out a health counseling program in small plants without nursing services.
+ Recognize mental illness and intellectual disability cases and arrange for mental health services.
+ Arrange for and/or teach families to provide necessary care to geriatric or chronically ill patients.
+ Facilitate group discussions and demonstrations on health topics in clinics, schools, and other locations where people with an interest in health topics are assembled.
+ Keep track of the numbers and qualifications of staff, sanitary conditions, proper physical facilities and provisions of necessary services in nursing homes, nursery schools, and orphanages.
+ Provide nursing services in public health clinics such as primary care, prenatal or other clinics.
+ Interpret the physician’s diagnoses and instructions and assist patients with understanding their treatment.
+ Prepare and submit written and oral reports to supervisors.
+ Compile and maintain records of work performed.
+ Work within a variety of health and community settings to assess health needs, prevent and control disease, provide clinical care and case management, develop programs, policies, and partnerships to improve health outcomes, provide health education and support to individuals and groups, and ensuring access to healthcare services especially for underserved populations.
+ Provide training, orientation, knowledge support and clinic observations for new and current Medical Assistants & Nurses.
+ Report cases of suspected abuse or neglect of children and adults to the proper authorities in accordance with department policy and state law.
+ Prepare for and respond to emergencies, such as a communicable disease outbreak, within a clinic or in the community at large.
+ Collaborate in the planning of immunization and health screening programs of affected communities.
+ During a public health emergency, the employee may be required to perform duties like but not limited to those in his/her job description.
+ Provide training, orientation, knowledge support and clinic observations for new and current Medical Assistants & Nurses.
Minimum Qualifications
Licensure as a Registered Nurse.
Qualifications (preferred):
One year of experience in public health nursing.
Knowledge, Skills, and Abilities
+ Knowledge of practices, principles and techniques of public health nursing.
+ Knowledge of developments in public health programs and public health nursing.
+ Skill in communicating effectively and interacting courteously with physicians, departmental personnel, clients and others.
+ Demonstrate critical thinking skills.
+ Ability to demonstrate initiative and be resourceful in securing cooperation of the public.
+ Ability to display integrity.
+ Operate a personal computer.
Licenses, Certifications, and Other Special Requirements:
+ Valid license issued by the State of Michigan Board of Nursing, Department of Licensing and Regulation is required for certification, promotion and continued employment in this class.
+ Basic Life Support (BLS) Certification.
+ Valid State of Michigan Driver’s License required; employees in this class will be required to provide and operate a motor vehicle on a reimbursed mileage basis.
+ Candidates considered for placement in this classification will be subject to a Criminal Background Investigation based on the requirements of the position.
+ When this class is designated as a Special Service class to be administered under the provision of Ordinance 202-G, Chapter 16, it will carry the Special Service Code number indicated above and the phrase (Special Service) will be added to the class title.
+ Attend & complete MDCH trainings and keep up to date on vaccine modules and required training. Maintains licensure, mandatory education & certifications up to date.

This is a grant-funded position. The continuation of this role depends on the availability of ongoing funding. Employment beyond the current grant period is not guaranteed and will be based on the renewal of funding.
Medical Plan Offering for Administrative Special Services Employees
The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
+ CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
+ VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
+ PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
+ MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
+ WORKERS COMPENSATION – Covered by applicable laws.
+ UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
+ HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
