Directs all nursing care services within a facility. Provides for nursing administration on all shifts. Establishes nursing objectives, philosophy, and goals. Participates in instructional planning as a member of executive management. Collaborates with nursing school representative to organize clinical experience of students. Appoints committees and/or committee members. Conducts head nurse and supervisor meetings. Reacts to committee minutes, reports, and directives. Prepares periodic reports on the status of nursing care. Recommends policy and/or procedure change to administration and/or medical staff. Conducts research as it relates to nursing interventions and implements new nursing processes. Develops and maintains a current Master Staffing Plan. Maintains, implements, and updates written organizational plans. Formulates nursing budget request; administers budget by reviewing reports and reacting to feedback and procedures. Coordinates interdepartmental relationships and interviews, assesses, and hires personnel. PUBLIC HEALTH OPTION: Plans, organizes, directs, implements, and evaluates the nursing component for public health emergency situations, emerging public health issues and threats affecting the health and environment of the statewide community-at-large. Plans, organizes, directs, implements, and evaluates the policies and procedures affecting the public health nursing component of all public health programs, statewide. Assesses needs for additional nursing services and personnel for generalized or specialized programs; develops or revises programs to increase effectiveness; assigns personnel; prepares policies, operational procedures and nursing guidelines for the specific programs; and coordinates, monitors and provides managerial and professional consultation and evaluates effectiveness of programs and personnel. Provides leadership and consultation to Federal, State, and local committees. Plans, organizes, directs, implements, monitor, and evaluate the Continuing Education Nursing, Continuing Medical Education and Continuous Quality Improvement Program for the Office of Public Health. Collects, complies, and analyzes a wide variety of statistics and reports to evaluate the effectiveness, accessibility, and quality of health services. Discusses, explains, and advises official bodies and civic, private or public agencies regarding community health issues, outbreaks, and national health objectives.
