Primary objective of the job: 


The Regulatory Affairs Manager will oversee and coordinate the regulatory activities across Digicel’s operating markets, ensuring alignment with the company’s strategic objectives. This role involves managing a team of market-based lawyers, guiding them in handling regulatory matters, and acting as a central point of expertise on regional regulatory issues. The Regulatory Affairs Manager will provide strategic advice to the Head of Regulatory Affairs, Deputy GC – Regulatory Affairs and senior leadership while fostering strong relationships with regulatory authorities and stakeholders.

 

Main Duties and Responsibilities:
Regulatory Oversight and Strategy
•    Develop and implement regulatory strategies to support the company’s business objectives across all markets
•    Monitor and analyze regulatory developments, advising senior leadership on risks, opportunities, and compliance implications
•    Ensure the company’s positions on key regulatory issues are consistent, aligned, and effectively communicated


Team Leadership and Management
•    Lead and manage market-based lawyers, providing guidance, mentorship, and oversight on regulatory matters
•    Ensure timely and effective coordination of regulatory submissions, consultations, and compliance activities across markets
•    Promote a collaborative and high-performance culture within the regulatory team


Stakeholder Engagement
•    Build and maintain strong relationships with regulatory authorities, government agencies, and industry bodies across markets
•    Represent the company in regional regulatory forums, industry associations, and high-level discussions
•    Regulatory Compliance and Risk Management
•    Oversee the company’s compliance with regulatory obligations, ensuring risks are identified, mitigated, and reported
•    Support market lawyers in managing audits, investigations, and disputes involving regulatory authorities
•    Work with internal stakeholders to ensure regulatory considerations are incorporated into business planning and operations


Policy Development and Advocacy
•    Collaborate with external and internal stakeholders to shape and advocate for regulatory policies that align with the company’s interests
•    Prepare high-quality position papers, reports, and presentations for submission to regulators and industry bodies
•    Monitor emerging trends in telecommunications regulation, advising on potential impacts and strategic responses


Academic Qualifications and Experience Required:
•    LL.B Law degree with current practising certificate 
•    A minimum of at least 15 years post qualification experience, preferably with expertise in the telecommunications industry or a regulated industry, with 2+ years in a leadership role
•    Strong understanding of telecommunications regulation, policy development, and compliance frameworks
•    Proven experience managing teams and coordinating cross-functional regulatory initiatives
•    Exceptional communication, negotiation, and stakeholder management skills
•    Strong analytical and strategic thinking abilities
•    Experience working in the Caribbean and/or Latin American regulatory environments
•    Excellent written and verbal communication skills, including the ability to draft persuasive advocacy materials
•    Strong analytical and organizational skills, with attention to detail
•    Proven ability to build relationships with regulators and other stakeholders
•    Experience working in the Caribbean or Latin American markets
