Position summary:
This important role will lead projects, analysis and research of cost allocation and rate design for Natural Gas and Electric Utility Companies across Black Hills Corporation. Prepares and presents information for internal decision-making, filings to Commissions and/or regulatory bodies. Provide expert testimony in compliance filings and regulatory reviews before Commissions. Support the state regulatory managers across the business units in the compilation of documentation and testimony.
Pay Range:This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.
Senior:$90,900 - $136,500 / Grade 16
Principal:$103,150- $170,200 / Grade 18

Essential Functions:
• Perform complex data analysis to inform decision making, class cost of service, and rate design.
• Research and communicate the proper interpretation of rates, rules, and the terms and conditions of service to personnel through written and verbal communications.
• Lead the development of new initiatives that increase revenue opportunity or decrease expense associated with the regulatory process in association with operations, marketing, and other teams.
• Testify before regulatory commissions as an expert in support of filings.
• Analyze and interpret company financial and statistical data used in all studies.
• Monitor, review and analyze federal and state regulatory requirements and industry issues for electric and gas operations and keep department leadership apprised of findings.
• Support customer service with the implementation of tariff changes and/or new tariffs. Establish and maintain a test protocol to verify changes.
Additional Responsibilities:
• Support various internal task force groups in order to develop and implement the Company’s strategic action plans.
• Support utility efforts to respond to customer complaints to the commissions.
• Assist in the development of rate strategies and rate design that will optimize company profitability.
• Assist in the development of communication plans to inform customers of changes in services and rates.
What Is Required:
Senior:
• Bachelor's Degree in a relevant field, such as Engineering, Business, Accounting, Finance, Economics or equivalent combination of education and experience is required.
• Minimum of five (5) years of related experience in utility operations, finance and accountant, economics or regulatory commission support.
Principal:
• Bachelor's Degree in a relevant field, such as Engineering, Business, Accounting, Finance, Economics
• Minimum of seven (7) years of experience in utility operations, finance and accountant, economics or regulatory commission support.
What Is Desired:
• Master's Degree.
• Utility rate design experience strongly preferred.
• Understanding of the utility regulatory process and rate analysis for both gas and electric utility service.
• In-depth knowledge of accounting and financial concepts.
• Excellent oral and written communication skills.
• Demonstrated ability in developing and maintaining project schedules.
• Ability to prioritize and organize work.
• Ability to manage multiple tasks/projects.
