Responsibilities

Job Purpose

 The position has a heavy emphasis on regulatory affairs and market analysis and strategy in the organized electricity markets of North America.  The specific regional focus of this position can be tailored to the final candidates’ background and location, but ideal candidates will have experience with and a continued interest in working in MISO.  The position will collaborate across external affairs, fundamentals, origination, business development, operations and commercial management teams.  Major activities will include identifying and evaluating important regulatory and market design changes that could impact Pattern’s existing and planned generation and transmission assets. 

 

A key function of this role will be to research, analyse, and synthesize the cross section of regulatory and wholesale market rules impacting Pattern’s existing and planned assets in North America.  The purpose of the role is to increase Pattern’s bandwidth to cover market and regulatory changes in priority markets and to establish a point person focused on fully covering all regulatory and market design issues in those markets to enhance commercial opportunities.  Importantly, the role will coordinate with expert consultants and with internal SMEs to clearly and regularly communicate the impacts of regulatory and market design changes, develop Pattern’s positions and execute on strategies to achieve desired objectives. 

 

This position will routinely participate directly in PUC and RTO/ISO dockets, committees, and stakeholder forums, including publicly speaking and submitting written comments advancing Pattern’s positions.  The position will also coordinate with renewable energy industry leaders, consultants, and trade groups to support Pattern’s positions. 

 

Key Accountabilities

Pattern Energy department lead for regulatory and market affairs coverage in MISO and one or more of Pattern’s other priority markets. Closely monitor, analyse, develop regulatory priorities and coordinate positions and strategies for regulatory and market affairs in MISO and other priority markets.Represent Pattern’s positions on regulatory and market affairs issues in PUC, RTO/ISO and other forums. Maintain a consistent presence and key relationships with decision makers and stakeholders in PUC, RTO/ISO and other forums. Support Pattern’s growth strategy through identification, analysis and assessment of regulatory and market affairs issues in MISO and other priority markets;Identify market-specific policies and regulations to support greenfield projects and new technology targets, supported by partnerships where applicable to help advance Pattern’s long-term growth strategy;Maintain a deep knowledge of renewable energy industry intelligence and emerging trends, serving as an advisor to Pattern’s Leadership Team and external stakeholders;Communicate regularly and effectively in a cross-functional matrix with development, origination, fundamentals, finance, and political & regulatory affairs staff to translate regulatory and market issues into business impacts and opportunities to benefit the position of Pattern's new and core business interests in MISO and other priority markets..Help develop documents to facilitate cross-functional and cross-regional team discussions as well as communicate with management;Apply expertise, best practice methodologies, and department standards to collect stakeholder input and build consensus cross-functionally;Core understanding of policies and regulations unique to specific markets and across multiple disciplines, transmission planning and cost allocation, interconnection, market rules and reliable operations.Synthesize inputs across various departments including fundamentals, origination, development, political & regulatory, and finance to identify future regulatory needs and opportunities for core business strategies in MISO and other priority markets;Identify potential changes in the regulatory and wholesale market landscape which may enhance or detract from Pattern assets; Qualifications

Experience/Qualifications/Education Required

 Degree from accredited University; and advanced degree in engineering, economics, business development, and/or social science preferred.4-8 years related commercial experience including electric public utility regulation, or wholesale electric markets; experience with renewable energy issues a must. Experience within a relevant North American organized wholesale market would be preferred; experience in MISO is ideal;Experience with transmission and interconnection rules, Open Access Tariffs and market rules and design would be preferred.A combination of academic research or legal training, regulatory experience, business development, and/or commercial experience would be ideal. Previous work in renewable energy generation, storage, transmission or electricity policy would be an asset.The ideal candidate will have a passion for energy policy and advancing an energy transition.  

 

The expected starting pay range for this role is $103,000 - $139,000 USD. This range is an estimate and base pay may be above or below the ranges based on several factors including but not limited to location, work experience, certifications, and education. In addition to base pay, Pattern’s compensation program includes a bonus structure for full-time employees of all levels.
