Principal Duties and Responsibilities

Handles a full range of digital media services, including live broadcast and studio productions with shading, character generated (CG) operations, technical director, lighting, set-up, and other control room duties as required for digital media services and operations.Coordinates and engineers video services for studio productions, podcasts, Board-sponsored conferences, meetings, special programs, and ceremonies; works with section colleagues on site logistics and the delivery and setup of equipment. Travels offsite to Board conferences, meetings, and other official events to engineer remote broadcast operations, as needed.Leads broadcast productions and events using video production methods utilizing various web-based video format with an ongoing emphasis on Internet protocol (IP). Creates custom media solutions for public consumer-based initiatives and internal communications.Acts as the administrator in a fiber networked MAC work environment using storage area network (SAN) technology.Installs, maintains and ensures proper operation of all broadcast and AV equipment used in the studio and control room. Updates and maintains all technical drawings related to all audio and video equipment and signal paths.Coordinates video, audio, internet protocol and equipment networking along with fiber routing throughout all Board facilities that have a Digital Media Services (DMS) presence.Maintains overall availability of production systems. Conducts research and development to resolve technical problems. Meets with vendors and technical representatives about new products and problems with existing equipment. Identifies trends in technology by investing and evaluating new applications, systems, technical and operational solutions, and procedures to resolve problems and meet organizational objectives. Identifies new trends in digital development or content distribution and analyzes broadcast requirements and makes written recommendations to management.Serves as the point of contact and internal expert for all broadcast and engineering-related activities.Assists in preparing monthly reports of the section’s activities and accomplishments. Collaborates with section staff to develop strategic vision, goals, and objectives for the section; presents recommendations to management for approval; and assists in developing plans and guidelines for implementation.Ensures vendors adherence to contractual technical requirements, evaluating contractors' performance, and making recommendations for amendments to requirements, as necessary.May serve as digital media representative on collaborative Board and System groups.

Knowledge/Skill Requirements:Position requires a high level of technical proficiency in several distributed software, hardware, and broadcasting systems and strong project management and analytical skills. A thorough knowledge of video and audio broadcasting and studio equipment including high definition (HD) digital video, signal routing, processing equipment and Internet protocol (IP). Fluent understanding and the ability to read wiring diagrams, flowcharts and schematics. Knowledge level is typically acquired through the completion of a bachelor's degree or equivalent in video production, electrical engineering, or broadcast/studio operations in a multi camera video production environment. Proficiency with broadcast computer-aided design (CAD) programs and broadcast equipment networking principles. Requires five years of specialized experience using digital media technologies; excellent oral and written interpersonal communication skills; and a strong customer service orientation.Job duties require a flexible work schedule, including some evenings and weekends. Some travel may be necessary to capture offsite events. Experience using both Mac and Windows computer operating systems required.

FR-26 Minimal Qualifications

Requires excellent analytical ability and oral and written communication skills typically acquired by completion of a Bachelor's Degree in computer science or related discipline. Requires a minimum of 5 years work experience with computer security systems. Possesses an advanced working knowledge of the internal architecture of centralized and decentralized computer resources. Demonstrates a high level of knowledge of security requirements for the System and information security standards documents. Able to learn quickly and integrate knowledge with many other security systems.

FR-27 Minimal Qualifications

Requires excellent analytical ability and oral and written communication skills typically acquired by completion of a Bachelor’s Degree in computer science or related discipline. Requires a minimum of 7 years experience working with computer security systems. Possesses a superior working knowledge of the internal architecture of centralized and decentralized computer resources. Demonstrates a high level of knowledge of the software techniques needed to support hardware and of disk and tape storage. Demonstrates an excellent knowledge of security requirements for a system, including information security policies and standards. Possesses expertise in emerging technologies.

Remarks: The Sr. Cybersecurity Analyst (Sr. Security Analyst) is an individual contributor position responsible for the instrumentation and administration of cybersecurity tools, appliances, and measures to protect the Board’s IT assets and ensure the Board’s ability to conduct its mission. The Sr. Cybersecurity Analyst (Sr. Security Analyst) utilizes cybersecurity tools such as firewalls, proxies, intrusion detection, intrusion prevention, endpoint protection, and data analysis platforms as part of an integrated, defense in depth solution with a central security information and event management (SIEM) system and security orchestration tools. The Sr. Cybersecurity Analyst (Sr. Security Analyst) must understand system architectures and possess the ability to identify security weaknesses that can be exploited to compromise a variety of systems used by the Board. The Sr. Cybersecurity Analyst (Sr. Security Analyst) develops technical products and presents highly technical subjects to a variety of audiences ranging from non-technical senior leaders to highly technical subject matter experts. The Sr. Cybersecurity Analyst (Sr. Security Analyst) collaborates with other cybersecurity professionals to develop and implement cybersecurity solutions that enable threat hunt activities. The Sr. Cybersecurity Analyst (Sr. Security Analyst) provides technical and analytical assessments to support information security engineering decisions to ensure Board information and systems are adequately protected.

This position requires a TOP SECRET / SENSITIVE COMPARTMENTED INFORMATION security clearance.

Highly Desirable:

· Expert knowledge in the in at least one of the following areas: cybersecurity operations, cyber threat analysis, data science principles, digital forensics, incident handling, incident management, incident response, vulnerability management, security engineering, automation and programming, project management, and/or relevant technologies and programming languages.

· Ability to provide threat assessments, recommend cybersecurity technologies for intrusion detection and prevention, assess technical vulnerabilities, identifying automation opportunities, investigate and resolve security breaches.

· Experience using cybersecurity tools such as firewalls, proxies, intrusion detection, intrusion prevention, endpoint protection, data analysis platforms, a SIEM, and/or security orchestration tools.

· Experience with incident response tools and processes including host forensics, network forensics, log analysis, timeline development, memory acquisition and analysis, image acquisition, etc.

· Experience analyzing threat intelligence from a variety of sources to understand the nature of a threat, extract the information that informs threat hunt operations, and uses that information to investigate Board IT assets for evidence of an intrusion or compromise.

· Familiarity with relevant policies, procedures, and be able to work with TOP SECRET / SENSITIVE COMPARTMENTED INFORMATION.

· Demonstrated resourcefulness and advanced critical thinking skills to independently direct, analyze, and implement solutions for all the various complex problems that arise in the administrative and operations area.

· Expert technical writing and communications skills. Contacts are often with division leadership, but also with staff at all levels; a significant degree of coordination and contact with other units/sections/divisions may also be required.

· Ability to construct clear and concise written work and applies an increasingly advanced understanding of grammar, sentence structure, and intended audience(s) to the process of writing and editing such work.

This position is within the IT Statistics Program Management Office (PMO) unit within Board IT Statistics and is part of the Federal Reserve’s Statistics Function – a national business line that collects financial, banking structure, survey, and contextual information and provides data management services to ensure information is fit for use. The IT Statistics PMO unit’s main responsibility is to provide general support and direction to national Statistics Function activities. In addition to overseeing the function’s automation and business projects and programs, this area is responsible for overseeing the function’s governance, strategic planning, demand management, and national budgets, as well as overseeing the annual performance evaluation process for Reserve Bank Statistics sites.

The Senior Financial Systems Analyst (FSA)/Senior Financial Systems Consultant (FSC) is responsible for developing and directing the execution of the Statistics four-year strategic plan, including directing select automation and business initiatives within the plan and partnering with stakeholders to ensure needs are met. The Senior FSA/FSC is responsible for defining function governance and policies and ensuring adherence. The Senior FSA/FSC is responsible for developing metrics (e.g., on services, staff utilization, and performance) and creating documentation (e.g., strategic plan, policies, procedures, reports, charters, evaluations). The Senior FSA/FSC prepares senior management for representation at meetings, including developing presentations and talking points for use in briefings, or presents on senior management’s behalf.

Additional requirements include innovative thinking, problem solving skills, sound decision-making, and the ability to transform abstract problems into actionable plans and exhibit good judgment even under high pressure or difficult situations. Requires the ability to effectively communicate with staff at all levels, from junior analysts to senior leaders at the Board of Governors and Reserve Banks. Demonstrated experience in strategic planning or strategy execution, project management, program management, risk management, data management, and communications is required.

New employees may participate in a rotation program that would provide the employee an in-depth engagement with other Board IT Statistics units to develop their knowledge and expertise of the Statistics business line. A new employee’s exposure and engagement within other Board IT Statistics units would ensure a thorough knowledge and understanding of Board Statistics’ processes and procedures for providing services to stakeholders, performing program management support, and directing the national business line.

Remarks:

The Senior Network Engineer role involves being part of the IT Network Infrastructure (NI) team, responsible for overseeing the Board's enterprise and data center IP Networks, encompassing switches, routers, firewalls, WiFi, and optical infrastructure. Candidates for this position must possess extensive experience in configuring, deploying, and supporting enterprise-class and data center networks, particularly with Cisco Nexus Catalyst platforms (95K,7K). Advanced experience in BGP, OSPF, STP, VXLAN, and network design is essential.

Preferred candidates will also have experience with technologies such as AWS networking, Cisco DNA, Palo Alto firewalls, Zscaler, and Cisco Wireless. Certification such as CCNP or CCIE, or equivalent, is highly desirable.

Applicants should demonstrate initiative, self-direction, teamwork skills, and the ability to work independently to install, maintain, and administer secure networks. Responsibilities include problem-solving, outage prevention, aligning business and security requirements, developing technical documentation, and presenting complex data concisely. About the Job:

The Legal Division is seeking to fill this position with an attorney to conduct and oversee litigation matters on behalf of the Board. The Board has independent litigating authority in many areas and coordinates with the Department of Justice in other areas.

This is a hybrid position located in Washington, D.C. with a weekly Wednesday on-site requirement and as business needs require. Occasional travel required.

Must have working knowledge of Microsoft Office Suite with an emphasis on word, excel and outlook.

Must be able to provide a sample SOP.

Preferred skills include:
