The PositionThis Opportunity
The Regulatory Policy & Intelligence Lead serves as the head of the Regulatory Policy Community and is tasked with the following responsibilities. These responsibilities are designed to ensure that the Regulatory Policy & Intelligence Lead effectively navigates the complex regulatory landscape, advocating for Roche's interests and contributing to the success of the organization's strategic policy goals.
1. Strategy Development and Implementation:
○ Craft and execute China regulatory policy strategy, including a roadmap and prioritization plan, ensuring alignment with product pipeline and the needs of our patients and business, both in the short and long term.
2. Policy Positioning:
○ Develop clear and persuasive regulatory policy positions on related issues in collaboration with global policy groups, utilizing white papers and other communication tools to articulate these positions effectively.
3. Representation and Advocacy:
○ Represent Roche's regulatory policy viewpoints by establishing and nurturing relationships with Health Authorities (HAs), industry trade associations, advocacy groups, Key Opinion Leaders (KOLs), and other relevant stakeholders.
4. Leadership in External Platforms:
○ Actively participate in and lead industry or scientific task forces that are critical to Roche's priorities, including chairing and contributing to working groups, meetings, and committees to advance our organizational objectives.
5. Internal Policy Network:
○ Construct and maintain an integrated internal policy network to establish a unified voice and collaboratively drive influence efforts. Ensure organizational awareness, alignment, and support within PD China, Pharma China, and the global policy groups for the relevant topics, strategies, and plans.
6. Regulatory Intelligence Infrastructure:
○ Oversee a robust and efficient regulatory intelligence infrastructure. This involves the comprehensive monitoring, management, archiving, and dissemination of regulatory and guidance documents. It also includes the critical task of providing insightful commentary on and thorough assessments of (draft) regulations, guidance materials, and other policy documents.
In terms of the community management
1. Build, nurture, and lead cross-team communities that drive collaboration, knowledge sharing, and innovation across the organization.
2. Act as a central point of contact within the community matrix, aligning community initiatives with function goals and ensuring consistent communication and engagement across teams.
3. Develop and implement strategies that enhance community cohesion, break down silos, and create an environment where all members can contribute to the organization’s success.
Who you are
The ideal person for this role will have the following experience, skills and attributes:
● Proven experience in drug development, a deep understanding of the regulatory science/requirements in China.
● Experience of managing dynamic cross-functional projects/initiatives, which require great collaboration, engagement, and knowledge sharing across diverse teams.
● Strong leadership, communication, and organizational skills, with the ability to influence and inspire stakeholders internally and externally, including HA, industry trade associations etc.
● Capable of establishing and maintaining relations and leadership responsibilities in major scientific and industry associations.
● The candidate should have a University or higher degree in pharmaceutical or life sciences with 10+ years of experience in R&D based pharmaceutical companies, and responsible/involved in policy related work.
● The candidate is open minded and collaborative with a growth mindset and purpose led.
● Excellent Chinese and English verbal and written communication skills
