Duties Description The Rehabilitation Counselor 2 for the Capital District DDSO will work under the supervision of the Supervisor of Rehabilitation Services to promote the district’s vocational rehabilitation goals. PRIMARY DUTIES AND RESPONSIBILITIES:•The incumbent will provide a full range of rehabilitation and habilitation services to individuals with intellectual and developmental disabilities (I/DD), and such vocational services as training, placement and support, and special employment programs. •Current program oversight includes, but not limited to, Community Habilitation, Community Based Pre-Vocational Services, Pathways to Employment and SEMP•Complete a comprehensive evaluation of the individual’s vocational skills, interests, and abilities. •Assist individuals with development of vocational goals, objectives, and valued outcomes. •Assist individuals with outlining and incorporating goals from their Life Plan into their vocational programs.•Participate in treatment team meetings by making recommendations and providing input regarding vocational outcomes. Collaborate with other members of treatment teams to enhance rehabilitation services.•Assist individuals with finding employment opportunities, arranging interviews with prospective employers, and following up with employers regarding hiring.•Establish and maintain good working relationships with employers and maintain current information concerning labor market trends and employment needs in assigned geographic areas. •Create and maintain daily/weekly/monthly schedules, perform audits daily in order to maintain compliance. •Evaluate the individual’s progress, consult with treatment teams, and make recommendations to modify an individual’s Life Plan as needed.•Observe individuals in work, residential, and other natural environmental settings such as using public transportation.•Participate in meetings as assigned by supervisor. •Assist in gathering statistics and providing information such as the types and quantity of rehabilitation services delivered within a weekly and monthly time frame for compilation into management/program information reports. •Compliance with OPWDD’s policies and procedures, Medicaid regulations, knowledge of Department of Labor employment incentives/regulations, ACCES-VR services, eleversity trainings, the impact to benefits when employed, understanding of reasonable accommodations, etc.•Supervision of Rehabilitation Assistant 2’s, Habilitation Specialist 1’s, DSA’s and/or additional staff as assigned. •Other duties as assigned. •Travel throughout Capital District DDSO required. Minimum Qualifications PROMOTION:One year of permanent service as a Rehabilitation Counselor 1 AND a qualifying bachelor's or higher degree*.*Qualifying degrees are: Applied Psychology, Art Therapy, Audiology, Clinical Mental Health, Clinical Mental Health Counseling, Clinical Psychology, Communication Disorders, Community and Human Services, Community Mental Health Counseling, Counseling, Counseling and Community Psychology, Counseling Education, Creative Art Therapy, Education, Experimental Psychology, Expressive Art Therapy, Forensic Mental Health, Forensic Psychology, Gerontology, Health Administration, Health and Human Services, Human Development, Human Services, Mental Health Counseling, Marriage and Family Therapy, Music Therapy, Occupational Therapy, Physical Therapy, Psychology, Psychoanalysis, Recreation Therapy, Rehabilitation Counseling, Social Welfare, Social Work, Special Education, Speech Communication, Speech/Language Pathology, or Vocational Rehabilitation Counseling.• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.OPEN COMPETITIVE QUALIFICATIONS:A bachelor’s degree in a human service field and three years of professional experience providing vocational, psychosocial, or rehabilitative/habilitative services in an agency primarily serving individuals diagnosed with developmental disabilities, mental illness, or addictions.Substitution:A master's degree in a related field can substitute for one year of specialized experience.
Additional Comments •This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.•At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status.
