POSITION SUMMARY:
Under the general supervision of the Lead Safe Coordinator, the Rehabilitation Projects Officer is tasked with planning, implementing, and inspecting homes and residential child-care facilities for lead-based paint contamination. This role demands extensive knowledge in construction, rehabilitation, and lead hazard abatement, with a focus on ensuring compliance with lead safety standards to protect at-risk populations. The officer oversees contractor work to guarantee it meets specifications and City codes, while adhering to established policies aimed at reducing environmental health risks. All duties are carried out in accordance with Ohio Department of Health regulations and the City of Toledo Lead Safe Ordinance.
ESSENTIAL JOB FUNCTIONS:
+ Review clearance reports to ensure accuracy, completeness, and compliance with Ohio Department of Health standards
+ Conduct quality assurance clearance inspections and prepare reports for targeted housing and child-care facilities as needed
+ Consult with the supervisor or designated staff on lab results to determine appropriate follow-up actions.
+ Conduct XRF inspections and clearance inspections to assess the presence of lead-based paint.
+ Collaborate with the Environmental Protection Agency, Ohio Department of Health, Ohio Department of Development and other agencies to develop and implement a training pipeline.
+ Prepare cost estimates and specifications for use in building construction, rehabilitation work and lead hazard abatement. Participate in the development of, and contribute to; individual, team and department-wide quality improvement initiatives.
+ Create and maintain a contractor participation database and coordinate participating contractor activities.
+ Develop and manage a tracking system to monitor workload, document case progress, and regularly update the supervisor on outcomes.
+ Conduct lead safe trainings.
+ Execute tasks related to lead hazard control compliance and clearance activities.
+ Assess project completion and compliance with applicable guidelines.
+ Collaborate with agencies, contractors, and the public to address lead-related issues effectively.
+ Represent the organization by making presentations at health fairs, conferences, meetings, seminars, and public forums.
+ Respond to public inquiries regarding lead safety and related concerns.
+ Protect and maintain the confidentiality of sensitive personal information.
+ Attend in-service training sessions and meetings; serve on committees as needed.
+ All other duties as assigned.
+ Supervises assigned rehabilitation staff personnel.
+ Establishes policies and objectives for the implementation of and compliance with local, state and federal regulations regarding both lead paint hazard control issues and house repair and management of Housing Contractor Bid Process and procurement procedures, including selection of Contractors through defined process.
+ Renders technical assistance and assists in the training of field personnel; prepares comprehensive and detailed reports, surveys and correspondence related to section activities.
+ Works with developers, contractors and project team on large development projects.
+ Provides technical advice and assistance to CDCs.
+ Prepares and maintains contractor participation database and coordinates participating contractor activities.
+ Inspects dwellings to determine deficiencies and local code violations.
+ Performs XRF inspections to determine the presence of lead-based paint.
+ Reviews preliminary drawings and plans submitted by others.
+ Inspects work in progress and upon completion in areas including, but not limited to, basements, crawl spaces, living area, attics, exteriors, and roof tops to ensure conformance with specifications and codes and to ensure proper workmanship and conduct of the contractor.
+ Conducts follow-up inspections as required by program guidelines.
+ Determines project completion and compliance.
+ Performs work necessary for lead hazard control compliance and clearance activities.
+ Prepares and/or assists with grant applications.
+ Monitors contracts with agencies and Contractors for various housing programs.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
+ Considerable knowledge of state and local laws and regulations governing building code, housing conservation and rehabilitation.
+ Extensive knowledge of housing construction and/or rehabilitation techniques, including finance, cost estimating, and real estate principles and practices.
+ Extensive knowledge of the theory, goals and procedures of community development programs.
+ Good knowledge of the Federal, State, and local laws pertaining to use of federal funding programs, including but not limited to: HOME Investment Partnerships, Community Development Block Grant, and Lead-Based Paint Hazard Control programs.
+ Good knowledge of RESPECS or similar housing rehabilitation estimating, and specification software writing system.
+ Good knowledge of record keeping procedures.
Skill in:
+ Considerable skill in planning, implementing and supervising housing rehabilitation programs.
+ Considerable skill in establishing and maintaining effective working relationships with employees, homeowners, contractors and the public.
+ Considerable skill in interpreting the laws and regulations governing housing rehabilitation programs.
+ Working skill in verbal and written and communication.
Ability to:
+ Operate a computer with proficiency in Microsoft Office (Word, Excel, PowerPoint) and other relevant software.
+ Learn and operate CityWorks program.
+ Perform basic arithmetic.
REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
+ Graduation from an accredited college or university with an Associate's Degree in architecture, real estate or a closely related field.
+ Four (4) years of' planning and/or supervisory experience in a housing rehabilitation program of which at least two (2) years must have included the preparation and/or monitoring of grants.
+ Must possess a valid state issued driver's license.
+ Must possess a State of Ohio Lead Abatement Contractor's License.
+ Must possess a Lead Risk Assessor License.

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.
