Job Description The MA Department of Energy Resources seeks a Renewable Energy Policy Analyst for its Renewable and Alternative Energy Division. Building on DOER’s success in nation-leading clean energy policy, the Renewable Energy Policy Analyst willassistthe Director and Deputy Director and work with the Division staff and Department senior management to evaluate and engage on renewable energy policy and markets within Massachusetts, regionally and nationally. Candidates should have expert knowledge of energy policy including but not limited to Massachusetts energy policy, state, regional, and federal REC markets, NEPOOL-GIS, the Federal Energy Regulatory Commission (FERC), and ISO-NE. The candidate shoulddemonstrateknowledge and experience in renewable energy policy including net metering, interconnection requirements, distributed generation development, energy modeling and forecasting, REC markets, incentive structures, tax credits, and other renewable energy revenue streams. The Renewable Energy Policy Analyst’s primary duties will include: * Participating in Department of Public Utilities dockets that pertain to renewable energydeployment * Engaging with ISO-NE on renewable energy forecasts and modeling * Tracking and engaging with DOER and Executive Office of Energy & Environmental Affairs (EEA) staff on regional and national REC markets * Following and evaluating orders made by the FERC and their impact on Massachusetts’policy * Maintaining knowledge of other state and federal policies relating to renewable energy such as incentive programs, net metering policies, interconnection requirements, etc. Required Qualifications: * Deep understanding of Massachusetts energy policy. * Understanding of regional and federal energy policy. * Understanding of Department of Public Utilities procedures. * Understanding of portfolio standards and the related market structures. * Familiarity with the functioning of the Production Tracking System and NEPOOL GIS. * Familiarity with ISO-NE and the Federal Energy Regulatory Commission. * Familiarity with the attributes, characteristics, benefits, challenges, and technical functionality of renewable energy technologies. * Ability to communicate effectively with stakeholders, team members, consultants, and thegeneral public. * Ability to plan and implement plans under conditions of significant uncertainty and change. * Exceptional written and verbal communication skills. * Ability to analyze policy and its ability to meet Massachusetts 2050 emissions mandates. * Ability to develop and implement new policies,plansand procedures to achieve agency goals andobjectives. * Superior planning and organizational capabilities. * Ability to coordinate the efforts of others inaccomplishingassigned workobjectives, including other public and private sector partners. * Ability to work with a broad range of constituencies. * Knowledge of and familiarity with state and federal government administrative,legislativeand political process. * Spreadsheet and word processing skills. * Please provide a Cover Letter describing your interest in the position as part of your application. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate's degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V.
