Position Summary
The Arctic and Offshore Patrol Ships and Joint Support Ships In-Service Support (AJISS) program provides life cycle support for six AOPS and up to two JSS vessels home ported in Halifax, Nova Scotia and Esquimalt, British Columbia over an estimated period of 35 years. Both classes of ships will be serviced by the In-Service Support (ISS) Contractor, Thales Canada Defence & Security. The contract includes start-up services for integrated logistics support activities to set up an initial support solution as the fleet enters service, and covers the support of the ships and their related equipment including program management, life cycle materiel management, docking, maintenance, alterations, and disposal until the end of service life of these fleets.
The Requirements Manager role within the AJISS program is responsible for implementing, executing, and maintaining the Requirements Management Plan for the program to ensure proper management and eventual sign-off of both technical and non-technical program requirements, including areas such as service delivery, software development, health/safety/environment, security, legal, project management, and various other contractual obligations.
As a Requirements Manager, you will interact with the Program Manager and other internal stakeholders/cross-functional team members such as the Integrated Management Office, Quality Assurance, LCMM/Engineering, Service Delivery, Security, the Project Management Office, and external stakeholders within the Government of Canada (including the direct client).
Key Areas of Responsibility
Provide support to a complex, multi-phase, multi-year program with a mixture of service delivery and software development with overall responsibility for requirements management. As a Work Package Manager for Requirements Management, key responsibilities include the following:
* Implement, refine, and maintain the Requirements Management Plan in collaboration with all stakeholders. Track and report on the progress of the Requirement Management Plan’s implementation.
* Collaborate closely with Configuration Management in identifying, managing, and maintaining requirements baselines. Work with the Program Manager and other stakeholders to assign and maintain accurate ownership of requirements.
* Lead, Manage, Estimate, and/or Plan subsidiary activities such as requirements analysis & decomposition, compliance tracking & reporting, and change analysis. As part of the overall change control board, ensure the correct handling of new or modified requirements arising through contract amendments and contract taskings.
* Report on compliance approach and compliance status of any and all requirements, as required.
* Ensure proper documentation/templates are followed in accordance with corporate policy.
* Ensure changes to requirements are managed properly through change management process.
Minimum Qualifications
* Post-Secondary education in a relevant technical or administrative field.
* Minimum of 5 years of proven experience in requirements management.
* Minimum of 2 years of experience as part of a cross-functional or multidisciplinary team.
* Demonstrated hands on experience with IBM DOORS.

Special Position Requirements
