Complete Description:
In 2010, the Commonwealth of Pennsylvania received $7.4 million in federal funding through the State Broadband Initiatives (SBI) program administered by the U.S. Department of Commerce, National Telecommunications and Information Administration (NTIA) to support the implementation of programs which would advance broadband-related planning within the state.
In support of those planning activities, the Office for Information Technology is seeking a Research Analyst to develop an inventory of eGovernment services within the commonwealth which will inform the development of the state’s eGovernment strategic plan. The work will include working with the Director of Broadband Initiatives to:
• Develop a definition for eGovernment based on research on state/national/international models and identification of best practices
• Develop a questionnaire to be used to gather relevant data elements about eGovernment services across state agencies
• Catalogue all eGovernment services in a central repository
• Develop dashboards and summary reports on the data. These dashboards are envisioned to include various views into and slices of the data – for example, number of eGovernment services by type (G2C, G2B, G2G, G2E); number of agency affinity grouping (Health and Human Services, Public Safety, etc.), number of eGovernment services that are external facing versus internal facing, eGovernmnet intensity (# and % of eGovernment services by agency), etc.
• Perform other broadband and eGovernment related research as appropriate to carry out the objectives of the commonwealth’s broadband planning efforts.
The Research Analyst will be required to interact with multiple agencies and other parties as directed to conduct research and gather this data and will need to travel to local agency office locations within the Harrisburg area for meetings (most within walking distance). This resource will be expected to document all details gathered via agency interactions and compare that to the online services available on agency or PA.gov websites.
The Research Analyst will be provided office space, a PC, and phone within the Finance Building.
