Job Description
We are seeking a Research Analyst for an engagement with the Department of Veteran Affairs that delivers outcome measures research on the Post 9/11 GI Bill. This position will be instrumental in supporting the educational needs of Veterans and their families as the program provides over $10.7 billion to 700,000 beneficiaries annually enrolled in institutions across the country. This role is responsible for collecting, analyzing, and reporting quantitative and qualitative data about students, institutions, and learning outcomes.
Roles/Responsibilities:
Develop and execute research agendas that assess the outcomes of the GI Bill, focusing on educational attainment, employment, and long-term financial benefits for beneficiaries.
Design and implement quantitative research studies using econometrics, statistical analysis, and data-driven methods to measure the ROI of the GI Bill program.
Query large datasets using SQL to extract, clean, and prepare data for analysis. Work with VA data systems and external sources to gather relevant data on Veterans' educational outcomes.
Conduct cost-benefit analyses, regression models, and other advanced quantitative techniques to assess the effectiveness of the GI Bill in supporting Veteran success in higher education and career development.
Collect, manage, and analyze large datasets from various sources, including VA databases, educational institutions, and labor market data, to measure key performance indicators (KPIs) such as graduation rates, earnings, and employment outcomes.
Create interactive dashboards of beneficiary outcomes using Power Bi.
Translate complex research findings into clear, actionable insights and policy recommendations for VA leadership, stakeholders, and government officials.
Prepare detailed reports, infographics, and presentations summarizing research findings, including trends, program impact, and ROI, and present them to VA stakeholders and policymakers.
Collaborate with internal and external stakeholders such as government agencies, educational institutions, and Veteran advocacy groups to ensure the research reflects the real-world experience of GI Bill beneficiaries.
Ensure compliance with VA contract requirements, including timelines, reporting standards, and methodological rigor.
Skills and Qualifications:
Masters in a relevant social science field such as Public Policy, Economics, Education Policy, Sociology, or another field that uses quantitative methods.
5+ years of experience in conducting research in public policy, economics, or other quantitative research areas, with a focus on program evaluation or ROI analysis.
Proven expertise in quantitative research methods, including inferential analysis, econometrics, and cost-benefit analysis.
Strong proficiency in data analysis software (e.g., R, Python, SPSS, or SAS), and SQL for querying large datasets and manipulating data.
Experience working with large, complex datasets, particularly longitudinal or administrative data.
Demonstrated ability to design and manage complex research projects and translate data into practical insights for policymakers.
Excellent written and verbal communication skills, with the ability to explain complex research findings to non-technical audiences.
Familiarity with GI Bill benefits, veteran education programs, or federal government contracting is preferred but not required.
Strong project management skills, including the ability to work independently, manage deadlines, and collaborate across teams.
The pay for this position ranges from $45-50/hr with a conversion salary of $100-105k depending on years of experience.
