In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

This position exists to supervise staff to achieve the objectives of the Child Welfare Research and Evaluation Unit and the Continuous Quality Improvement (CQI) Change Management Unit and the strategic efforts of the Child Safety and Permanency (CSP) Division related to ensure provision of accurate, timely and complete child welfare and other social services data analysis to the Commissioner and other various parts of the Department, federal government, legislators, county and tribal social service agencies, providers, advocates and the public. The incumbent will also supervise the strategic efforts of the CSP Division related to the development and implementation of plans for improving outcomes for children and families served by the child welfare system using results of the division’s CQI learning and/or quality assurance processes.
Responsibilities include:
+ Supervise staff to achieve the objectives of the Child Welfare Research and Evaluation Unit and the Continuous Quality Improvement (CQI) Change Management Unit through recommendation or exercise of authority to hire, promote, evaluate performance, reward, discipline, suspend, discharge, assign work, adjust grievances, write position descriptions, and provide first level administration of applicable labor contracts of employees.
+ Supervise and provide leadership on program and policy data evaluation and analysis to maximize positive outcomes of safety, permanency and well-being for children.
+ Supervise and provide leadership on program and policy implementation science and change management to maximize positive outcomes of safety, permanency and well-being for children.
+ Participate in planning and priority setting with other policy, program and support system areas across the division and other child welfare system stakeholders as appropriate, regarding decisions related to the data analysis of children’s programs and the implementation of change processes in response to learnings from continuous quality improvement and quality assurance processes.
+ Maintain proficiency in information and data management, program evaluation, research and analysis, change management and implementation science practices; stay current with child welfare research; seek out information on innovative and emerging practices including use of technologies to ensure continuous quality improvement of units’ activities and products.
+ Partner with the enterprise data team through the Data Architecture Core Team to support enterprise-wide data governance, management and architecture.
+ Provide other support and complete other duties as assigned to support the mission, vision and values and carry out the responsibilities of the Units, Division and Department.
**Minimum Qualifications**
Demonstrated leadership experience*
*Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
AND
Four (4) years of specialized professional work experience in child welfare services or closely related human services field demonstrating experience with the following:
+ Knowledge of federal and state child welfare services, systems, programs and/or policies
+ Experience with project management, leading complex projects across administrations or organizations
+ Experience with federal reporting and data monitoring
+ Experience in data analytics, statistical analysis, data transformation, and data visualization both qualitative and quantitative
+ Experience developing team processes, procedures, and data governance practices
+ Strategic planning process experience across multiple internal and external partners
**Preferred Qualifications**
+ Experience in a supervisory, project manager, or functional team lead role demonstrating the ability to delegate, monitor work performance, motivate, engage, and execute program goals.
+ Advanced proficiency in data analysis tools and programing languages like SQL, Alteryx, SAS, R, Python, Tableau, Oracle, Teradata or Databricks.
+ Experience overseeing change management and quality improvement processes.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
