Research Materials Engineer/Chemist
Summary The incumbent is a Research Materials Engineer/Chemist in the National Center for Agricultural Utilization Research, Plant Polymer Research Unit in Peoria, Illinois. The Research Unit conducts basic and applied research to enable new, high-value applications for plant-derived polymers, such as proteins, polysaccharides, and lignin, to support the U.S. agricultural economy and societies' need for more environmentally friendly products. Responsibilities Plan and conduct research to enable the use of agricultural polymers in composites to provide both biodegradable and non-biodegradable bioplastics/biocomposites. Develop bioplastics/biocomposites derived, at least in part, from agricultural polymers such as proteins, polysaccharides, and lignin, to offset petroleum-based plastics/composites. Prepare bioplastics/biocomposites using methodologies such as melt extrusion, film casting, resin infusion, injection molding, and compression molding. Evaluate the quality and performance of bioplastic/biocomposite products in comparison to conventional products using both industry standard methods as well as more sophisticated analytical methods. Employ and/or develop chemical and/or physical natural fiber treatments to enhance composite performance. Develop a strong interphase between the polymer matrix and reinforcement to obtain maximum composite performance. Assemble and lead diverse teams capable of developing commercializable bioplastic/biocomposite technology and compositions. Develop a stakeholder base to advocate for enhancing research and enable commercialization of new bioplastics/biocomposites and other green technologies. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENTS Materials Engineering Series, 0806 A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET (http://www.abet.org/); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of education and experience: course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. ADDITIONAL REQUIREMENTS In addition to meeting the basic requirements for at least one of the series described above, applicants must also meet additional qualification requirements as stated below. Specialized experience is experience directly related to the position to be filled. GS-12: Applicants must have a Ph.D. or equivalent doctoral degree directly related to the duties of the position (e.g., degree with research focused on materials engineering, chemical engineering, polymer chemistry, materials science, or polymer science) OR 1 year of specialized experience (defined below) equivalent to at least the GS-11 grade level in the Federal Service OR a combination of graduate level education and specialized experience. The specialized experience requirements for this position at the GS-12 level are: Conducting independent research related to developing new bioplastics/biocomposites from renewable agricultural materials; AND Publishing research results in peer-reviewed scientific journals; AND Presenting research findings at scientific conferences or academic meetings, either in person or virtually. GS-13: Applicants must have 1 year of specialized experience (defined below) equivalent to at least the GS-12 grade level in the Federal Service. The specialized experience requirements for this position at the GS-13 level are: Leading team efforts and conducting independent research related to developing new bioplastics/biocomposites from, at least in part, agricultural polymers such as proteins, polysaccharides, and lignin; AND Publishing research results as the primary author in peer-reviewed scientific journals; AND Presenting research findings at scientific conferences, either in person or virtually; AND Working with stakeholders to enhance research efforts and/or writing grant proposals to expand existing programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
