Research Physical Scientist
Summary This is a Direct Hire Public Notice. Please read this Public Notice in its entirety prior to submitting your application for consideration. This position is located in the National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Geophysical Fluid Dynamics Laboratory (GFDL) with one vacancy in Plainsboro, NJ. Responsibilities As a Research Physical Scientist, you will perform the following duties: Serve as a Principal Investigator preparing, coordinating and directing the implementation of a research program or project involving an assigned area of science. Coordinate program matters and subdivides assigned team members and resources to meet objectives. Direct the work of peers and colleagues on teams. Lead the development of major ice sheet, ice shelf and iceberg model development projects with responsibility to devise and evaluate concepts for design approaches, including: criteria, parameters, characteristics, and interrelationships. These projects will result in improved abilities to predict the evolution of sea level and other ocean properties of importance for National Oceanic and Atmospheric Administration's (NOAA) mission objectives in the 21st century and beyond, using systematically coupled Earth System models. Use advanced knowledge of the theories, principals and methods to plan, develop, execute, and analyze innovative solutions to difficult and complex scientific challenges, with a particular focus on using expertise as a glaciologist, oceanographer, computational fluid dynamicist and/or applied mathematician to predict the dynamic evolution of the Earth's large ice-sheets and their contributions to global and regional sea level rise. Serve as a recognized authority and consultant to the scientific and technical personnel of other agencies, government contracts, and foreign countries. Collaborate on projects, and coordinate own work with that of others, advancing the goals and objectives of the agency. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-4 is equivalent to the GS-13/14. This position requires a Moderate Risk Security Clearance. NOTE: * A three year probationary period may be required. * Payment of relocation expenses is not authorized. * This position is not in the bargaining unit. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. -AND- SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-4 or GS-13 level: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Performing research on the fundamental processes of ice sheet, ice shelf and iceberg modeling and their interactions with the ocean; Analyzing and developing innovative solutions to scientific challenges in ice sheet, ice shelf or iceberg modeling; and Publishing scientific findings and describing solutions concerning ice sheet, ice shelf or iceberg modeling in peer-reviewed scientific journals.
