Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines, 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to the USAID Missions and Country Offices within the geographic area of coverage. Presently, PIMMELA is working with the USAID Environment Office in the conduct of the Rapid Assessment of Circular Economy Opportunities.  The main objective is to assess the current landscape of the circular economy in the Philippines on plastics, renewable energy (RE) and water/ wastewater.  Specifically, the assessment aims to:  a) describe the value chain in the Philippines of waste circular economy, particularly on plastic, RE, and water/wastewater; b) assess the implementation of the existing national and localized policies on circular economy; and c) map the key stakeholders of waste circular economy in the Philippines, i.e. private organizations/companies, NGOs/ CSOs, government agencies/institutions, and other stakeholders like international donor organizations.

Position Summary:

The Research Specialist will be supporting research activities, including planning, fieldwork, analysis, and writing. The role will lead the field data collection, including training of the Field Data Collectors. This position will report to the Team Leader.

 

Responsibilities:

Provide support to the Team Leader in overseeing all the aspects of the research study under the supervision of the PIMMELA Activity Manager and Chief of Party (COP). Serve as the primary coordinator for the field data collection, in collaboration with the engaged survey firm and ensure completeness and quality of field data. Ensure efficiency of the assessment by coordinating schedules with the various stakeholders and offices and implementing the selected data collection methods. Consolidate data gathered including interview sheets, photos, attendance sheets, and other data in the designated electronic repository (mainly Google drive-based) and maintain a filing system in the same order for all organized research-related documents and references. Assist the Team Leader in preparation of a presentation containing preliminary key findings, conclusions, and recommendations, as well as help in writing the draft and final reports on the designated deadlines. Assist the Team leader in developing appropriate presentation materials and knowledge products about the assessment results as inputs to the USAID dissemination and learning event, including a two-page brief summarizing key findings, conclusions, and recommendations.

 

Qualifications:

Bachelor’s degree in social sciences, statistics, and/or a discipline relevant to development work is required. Experience in providing support services, preferably in research engagements, in the Philippines including research design and tools, data collection, coordination and scheduling, and analysis is strongly preferred. Experience in developing communication materials, like briefers or infographics is strongly preferred. Good field research skills and exposure to coordinating community/ field work, including training of Field Data Collectors and ensuring quality of field data is required. Strong written and oral communication skills in English and fluency in the main local languages, such as Tagalog and Cebuano, in the Philippines is required.
