Summary About the Position: Incumbent will serve as the Resident Engineer under the general supervision of the Area Engineer. Incumbent will receive assignments in the form of plans and specification covering work to be accomplished by contractors and schedules for completion of the construction work. Responsibilities Approve contractors’ construction schedules and quality control procedures. Make controlling interpretations of intent of drawings and specifications. Review project plans and specifications prior to contract advertisement to determine such things as practicability from construction standpoint. Supervise inspection of construction operations for compliance with specifications. Determine that contractors’ operations comply with wage and hour law or other applicable labor laws and regulations. Determine that contractors are properly recording work accomplished and materials used. Make controlling interpretations of intent of drawings and specifications. Determine whether methods and materials employed meets the requirements of contract specifications. Participates in design and planning review conferences to discuss construction aspects and problems. Supervise conduct of detailed site survey, plotting profiles, and cross sections. Develops or reviews specifications for clearing of land, for excavation, and for building of access roads and utilities, construction offices, testing facilities and maintenance and storage facilities. Keeps Area Office and Construction Division personnel informed on project operations. Plans and assigns work to subordinates. Review work of subordinates for adequacy and compliance with instruction or policy. Determine work schedules and priorities. Evaluate performance of subordinates. (2) Reviewing construction and design project plans. (3) Maintaining surveillance over the project layout of construction projects. (4) Directing inspection of construction operations for compliance with intent of design. and/or (5) Interpreting plans, field inspection, observing and investigating construction at all stages, pay estimate data, required work schedules, certificates and test results on equipment and materials and enforcing safety provisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Decision Making Planning and Evaluating Teaches Others Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
