Position Title: Residential Construction Rehabilitation Specialist II (May be underfilled) Job Description: We are looking for a Residential Construction Rehabilitation Specialist to join our team. About the Position: This position will initiate and monitor contracts, contractors, and the work performance of residential housing rehabilitation projects for the City. This role will explain programs to prospective property owners, compile scopes of work, cost estimates of needed improvements, and evaluate the feasibility of the project. Monitor projects for compliance with contract documents, bid specifications, Federal and City requirements and homeowner approval. Manage customer expectations. Mediate disputes between the homeowner and contractor and coordinate financial transactions. The ideal candidate will have graduated from high school and have two (2) years of experience in an area related to construction. One year (1) of post-high-school education related to building construction may be substituted for one (1) year of work experience. Work Schedule: This position typically works Monday – Friday from 8:00 a.m. – 5:00 p.m. Hybrid work is available with this position after training is complete. Position Salary Range: Residential Construction Rehabilitation Specialist I - $28.34/hr. - $35.07/hr. Residential Construction Rehabilitation Specialist II - $31.24/hr. - $38.68/hr. Key Responsibilities: For all levels: + Conducts initial inspections for proposed rehabilitation projects. Meets with the property owners to outline and explain the eligibility requirements. + Inspects properties of various ages and floor plans, to evaluate the property exterior, the internal systems such as electrical, plumbing, heating, and the structural integrity of the building. Determines the proper construction methods needed to correct the building's code deficiencies. + Prepares a comprehensive work description, prepares a budget of project cost estimates, and evaluates the feasibility of the project. Prepares all pertinent documents to compile a project file for submittal to the loan officer. + Compiles construction bids and necessary bid forms to solicit participation from contractors during a coordinated bidding session. Evaluates contractor's bids and recommends awarding of contracts. Conducts a preconstruction conference between the property owner and the general contractor. Understanding of procurement and federal bidding standards. + Monitors projects for compliance with contract documents, bid specifications, Federal and City requirements and homeowner approval. Mediates disputes between the homeowner and the contractor with regard to work performance and job specifications. Writes change orders and justification for such. + Coordinates financial transactions among the Division, contractors and homeowners. Calculates, approves and disburses progress payments on each project. Maintains records of all transactions, agreements and work performed. Reviews and accepts lien waivers, building inspection reports and completeness of work for requests on progress and final payments. + Serves as project liaison with other City agencies such as Building and Permit Services, Planning and Zoning and the Utah State Historical Preservation Office. May also provide assistance to property owners with other City groups and boards. + Performs other duties as assigned. Residential Construction Rehabilitation Specialist II Additional Duties: + Assigned projects of a greater degree and complexity than the Residential Construction Rehabilitation Specialist I. Minimum Qualifications for All Levels: + The ability to work effectively with people of varied backgrounds and varied priorities, such as homeowners, contractors, building officials and other government representatives. + Proficiency in the use of personal computers for word processing and spreadsheet analysis. + Possession of a valid Utah Driver's License or driving privilege card. Desired Qualifications for All Levels: + Knowledge of computer software programs used by the Division. + Ability to speak, understand and communicate in Spanish or another language. Residential Construction Rehabilitation Specialist I Minimum Qualifications: + Graduation from high school, plus two (2) years’ experience in an area related to construction. A maximum of one (1) year post-high-school education related to building construction may be substituted for one (1) years’ work experience. + Working knowledge of construction methods, practices, building codes, zoning ordinances. + Basic mathematics and finance in order to estimate time and materials needed for construction. + Must obtain certification by the International Code Council as a Residential Building Inspector within one (1) year. Within one (1) year, must also complete training and become a state-certified Lead Based Paint Inspector. Desired Qualifications: + One year experience in a construction project compliance capacity. + Knowledge of HUD rehabilitation regulations. + Working knowledge of loan agreements. Residential Construction Rehabilitation Specialist II Minimum Qualifications: + Graduation from high school, plus four (4) years’ experience in an area related to construction, including one (1) year in a project management capacity, and a minimum of one (1) years’ experience performing duties as a Residential Construction Rehabilitation Specialist I or an equivalent position. A maximum of two (2) years post-high-school education related to building construction may be substituted for two (2) years of required work experience. + Working knowledge of construction methods and practices, building codes, zoning ordinances and HUD rehabilitation regulations. Has completed grant training specific to the program funding sources, including but not limited to, CDBG, HOME, EPA, FEMA, and Treasury funding. + Working knowledge of contracts and agreements, basic mathematics and finance in order to estimate time and materials needed for rehabilitation construction. + Working knowledge of bid selection, creation of scopes of work, and procurement requirements. + Certified by the International Code Council as a Residential Building Inspector. Must be certified by the state as a Lead-Based Paint Inspector and Risk Assessor. Desired Qualifications: + Possess a Utah Contractor's License and/or Journey Certificate in a related trade. + Knowledge of Utah real estate law and procedures, including contract preparation. Working Conditions for All Levels: + Moderate physical activity required to push, pull or lift medium weights. Uncomfortable working positions such as stooping, crouching and bending. May have a few disagreeable elements such as appearance of workplace, poor ventilation, hazardous materials, extreme temperatures, dust noise or fumes. + Considerable exposure to stress as a result of human behavior. Career Ladder: + Movement between level I and II is contingent on individual time-in-service, training, and successful completion of testing requirements. To be eligible for advancement, incumbents must demonstrate satisfactory job performance in addition to meeting all established minimum job qualifications.
