Residential Supervisor III

General Description:

The Department of Mental Health (DMH) is seeking qualified candidates to fill the position of Residential Supervisor III, High St. in Lawrence. The selected incumbent will be responsible for the clinical and administrative operations of assigned residences, including residential program development and implementation of policies, regulations, and procedures; monitor residential budgets and individual funds; promote principles of recovery and person-centered planning through circumstances, events, policies, and practices that may facilitate recovery.

Please note: This is a full-time, 40 hours per week position and the incumbent will work a schedule from 10:00a.m.-6:30p.m. with Saturday and Sunday as days off.

Duties and Responsibilities (These duties and responsibilities are not all inclusive):

Plans, organizes, and directs the delivery of mental health services in a free-standing, state–operated, respite program to ensure that DMH priority clients receive quality, person-centered, recovery-oriented services. Responsible for recruitment and hiring of all staff. Plans, develops, and conducts orientation and on-going training of program staff members, to ensure the proper implementation of agency policies, procedures, and programs. Ensures emergency procedures are maintained. Provides weekly staff supervision to ensure clinical and administrative goals of the program are being met. Conducts formal employee performance reviews. Attends and actively participates in supervision, including exchanging information concerning implementation, monitoring and evaluation of respite services, to determine the availability of beds/resources and to coordinate efforts and/or to resolve problems.Ensures clean, safe and homelike environment for clients. Participates and role models for staff the creation of a supportive environment in which family, friends, and others important in the lives of clients are welcome, respected, and valued. Provides supportive counseling to residents, resident groups, and families to assist people in realizing their full potential by using person centered services, using evidence based best practices, and offering community resources that provide opportunities for rehabilitation, growth and life fulfillment. Uses recovery oriented, motivational interviewing, harm-reduction, trauma informed intervention, culturally competent, and strength-based approaches to help clients prepare to engage in the recovery process. Plans and monitors client treatment using evidence-based practices; participates in multi-disciplinary or interdisciplinary teams to determine individual client needs and develops consumer driven action plans; reviews and documents client progress, communicates with service providers to ensure continuity of service. Review’s assessments, reports, and pertinent person-served records to determine progress and appropriateness of services and to make recommendations concerning course of action for more effectively meeting individual’s needs. Responsible for maintaining program budget, all activities related to program billing and all outcome/event reporting

Required Qualifications:

Strong clinical assessment skills and the ability to communicate and document information to address risk and treatment issues. Skilled in the of principles, practices, and techniques of counseling. Knowledge regarding mental health disorders and developmental disabilities. A talent for establishing rapport with persons from different ethnic, racial, cultural and/or economic backgrounds. Demonstrates the ability to work within a team setting and facilitate groups/meetings. Ability to exercise professional judgement in risk situations.

Preferred Qualifications:

Given the population served, bilingual or multilingual fluency.Licensure preferred (LICSW, LCSW, LMHC).

Applicants must have (A) at least five (5) years of full-time, or equivalent part-time, professional experience in counseling, guidance, teaching or therapeutic services for individuals with developmental disabilities, of which (B) at least three (3) years must have been in a managerial or supervisory capacity, of (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor’s degree with a major in social work, rehabilitation, psychology, sociology, human services or education of people with physical and/or learning disabilities may be substituted for two (2) years of the required (A) experience.

II. A Master’s or higher degree in social work, rehabilitation, psychology, sociology, human services or education of people with physical and/or learning disabilities may be substituted for three (3) years of the required (A) experience.

Incumbents are required to have a current and valid motor vehicle driver’s license at a class level specific to assignment.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
