Role description:

Arcadis is seeking a Florida-based Resilience Planning Lead to grow our coordinated service offerings in the federally and state-funded program management space related to climate adaptation and reduction of risks and vulnerabilities to communities across the state.

In this role, you will be responsible for business development and project/program management through the successful implementation of initiatives under federally and state-funded/administered programs. You will collaborate with clients and project teams in project execution and quality assurance for resilience planning and project/program-related services, inclusive of supporting competitive grant funding pursuits. Services may be stand-alone engagements or part of larger planning, design, construction, and operations projects. You will also support the recruitment, mentorship, and cross-training of staff to build service delivery capabilities. 

Role accountabilities:

As a Resilience Planning Lead, you will utilize your technical expertise and knowledge of state, federal, and philanthropic programs, and funding streams to lead and oversee the execution of resilience planning and climate adaptation projects in Florida. Project examples include vulnerability assessments, exposure analysis, sensitivity analysis, and sea level rise studies. Your knowledge of project/program funding via HUD CDBG-DR/MIT, FEMA FMA/BRIC, EPA, NOAA, DOT, DOE et al. and other federal funding programs related to resilience, mitigation, sustainability, and climate adaptation is essential to this role. 

The job entails project delivery, coordinating and developing project teams to ensure the delivery of high-quality, timely, and profitable projects. This includes the implementation of Arcadis policies and processes for technical quality assurance and control across funding and program management-related services.

Another responsibility is in Business Development, which involves identifying and positioning Arcadis for upcoming opportunities in collaboration with Resilience Leadership. This includes working closely with client teams to strategically position for new or expanded opportunities by employing innovative approaches, unique value propositions, and differentiators.

Moreover, Client Management plays a crucial role in the position. This entails building and nurturing relationships with existing and potential clients, establishing opportunity pipelines, managing pursuits, developing proposals and participating in interviews, preparing and negotiating scopes, promoting cross-selling opportunities with support from other Arcadis groups, overseeing the full project lifecycle, and ensuring delivery aligns with expectations and budgets to pave the way for additional services.

Furthermore, the role involves identifying and constructing program management practices that align with client goals and contribute to the overall growth of the enterprise. Additionally, supporting or leading Arcadis’ engagement in relevant conferences, which may involve presenting or participating in panels, is also part of the responsibilities.

The job also requires identifying and aiding in the development of tools to guarantee the on-time delivery of required services. Mentoring staff, supporting marketing efforts, and contributing to proposal activities, which include integrating project delivery from planning to implementation phases, are also key facets of the role.

Ability to travel, up to 25% within the state to meet with clients or potential clients, as well as outside of the state to engage with national team members, attend conferences, and similar activities may be required.

Qualifications & Experience:

Required Qualifications:

10 years of experience is required with a focus on climate adaptation, hazard mitigation, government affairs, grant management, economics, finance, master planning, emergency management/disaster recovery, community development, and/or urban planning. In addition, a bachelor’s degree in a related field is also required.

Key SKills/Attributes:

Experience as a “seller-doer” for the marketing and delivery of program management services involving federal funding sources like HUD, FEMA, EPA, DOT, DOE Experience working with FEMA-funded and HUD-funded initiatives through relevant state agencies Experience with competitive funding pursuit and capture, inclusive of grant application development/grant writing Ability to effectively deliver client presentations, prepare written reports and communicate technical concepts, specifically around federal requirements, funding, capabilities, and risk Experience developing relationships with clients, teaming partners, and staff and recruiting, mentoring, and motivating staff for project delivery High proficiency with MS Office suite (Word, Excel, PowerPoint); SharePoint

Preferred Qualifications:

Master’s or advanced degree in a related field Professional certification (e.g., AICP, PE, AIA, CFM, etc.) Understanding/experience working with flood modeling and GIS tools Local experience and professional network in Florida. Experience with conducting benefit-cost analysis Knowledge of funding availability and mechanisms via the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Jobs Act (IRJA)

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
